Members Present: Mayor McKinley, Councilpersons Wright, Angel, Seeber, Miller,
and Budak.
The purpose of the meeting was to discuss a proposed resolution adopting
guidelines for outdoor cafes. Randy Pilkington, Executive Director of the
Waterloo Redevelopment Authority, explained that local restaurant owners,
UpDowntowners, City staff, and Downtown Council have been working to promote the
outdoor cafe concept in downtown Waterloo.
Linda Anderson was introduced as a member of the UpDowntowners who has done
considerable work in promoting this concept. She explained that surveys were sent
to downtown employees asking for the types of dining experiences that they would
like to see in the downtown area. Approximately 950 surveys were returned. As a
result, work began on implementing guidelines for outdoor cafes. Also a part of
her work included surveying other cities in the Midwest, including Minneapolis and
Chicago, who have successfully promoted the outdoor cafe concept.
Randy Pilkington presented the proposed resolution adopting guidelines for outdoor
cafes. He reported that the intent of the committee was to present a flexible and
progressive resolution to the restaurant owners. The proposed guidelines were put
in the form of a resolution rather than an ordinance so that amendments could
easily be made.
Councilperson Seeber and Wright expressed support for these guidelines. It was
a concensus that this resolution be placed on the Council Agenda of April 13,
1987.
In an item unrelated to the topic above, Willie Mae Wright suggested that the City
consider recognizing young athletes from Waterloo who achieve high standards such
as Stu Carter who recently competed in the NCAA Wrestling Tournament and was a
winner.
With no further business before the Council, the meeting was adjourned.
