HomeMy WebLinkAbout04/26/1988WORK SESSION MINUTES May 2, 1988 5:00 p.m. Large Conference Room Members present: Mayor McKinley, Brown, Dell, Buck, Fox, Angel, Wright and Budak. Moved by Buck, seconded by Dell that the Agenda, as proposed, be approved. Motion carried. The purpose of the meeting was to discuss the gas and electric franchise with Iowa Public Service. Mayor McKinley introduced Don Hoth, Chairperson of the Municipal Power Study Committee. Mr. Hoth thanked the Council for the opportunity to serve. Shirley Koslowski referred to Section 16 of the electric franchise and Section 14 of the gas franchise, which require a performance audit at the end of ten years after the acceptance of the franchise. A group will be appointed by the Mayor with the consent of the City Council and representatives of the grantee. Tom Watt, Vice President of Electric Service East District, introduced L. T. Smith and Mark Jacobs. He asked the Council to set a date of election on the franchise agreement as June 28, 1988. He outlined a letter from Russell Christensen, Chairperson of Iowa Public Service, and is available in the Clerk/Auditor's Office for review. Councilperson Buck asked whether consideration would be given to appropriate trimming of trees and bushes for overhead lines. Mr. Watt stated that the company does have standards and procedures concerning vegetation. The company is committed to causing the least damage possible to vegetation. If there are specific instances that should be drawn to the attention of IPS officials, Mr. Watt solicited input. Addressing a question from Councilperson Dell, Mr. Watt stated that recent rate reductions have been due to excess capacity. Don Hoth stated that he personally was in agreement with setting the date of election as June 28, 1988. He stated that the Committee has carefully reviewed the franchise agreement and finds it favorable. It is now time to move on with this issue. Councilperson Buck stated that he would be abstaining from all votes on the franchise agreement since his company (Matt Parrott & Sons) may profit from printing of the ballots for the County Commissioner of Elections. With no further business before the Council, it was moved by Brown that the meeting be adjourned. Motion carried. Larry P. Burger City Clerk/Auditor
