HomeMy WebLinkAbout10/02/1989CITY COUNCIL WORK SESSION October 2, 1989 5:00 p.m. Large Conference Room Members present: Mayor McKinley, Brown, Buck, Fox, Budak. Mayor McKinley presented information concerning what the City is doing about the drug problem. He reviewed the nature and the extent of the Substance Abuse Program in the community, using as a guide post information prepared by the Iowa Northland Regional Council of Governments (INRCOG) in the preparation of the Grant Wood Johnson Foundation Grant. He also briefly described agencies in the community that operate some type of abuse related programs, including the Northeast Iowa Council on Substance Abuse that provides an Employee Assistance Program (EAP) for City employees. Mayor McKinley stated that he declared "The Mayor's D Day in the War on Drugs" on November 18, 1986. At that time, the Mayor's Drug Task Force was formed and has been meeting regularly ever since chaired by Frank Mollenhoff. As a part of the Robert Wood Johnson Foundation Grant, the Mayor's Task Force would remain in force with the cooperation and support of the ten Mayors in Black Hawk County. Within the Mayor's Task Force, two major entities would exist including the Steering Committee and the Technical Committee. INRCOG has been selected as the applicant organization for the Robert Wood Johnson Foundation Fighting Back Grant Program. This is an opportunity for this regional based agency to band together the resources of the community and work toward an effective end. The Mayor's Task Force Goals and Objectives were reviewed. Mayor McKinley stated that the Waterloo Police Department has been involved in the problem of drug and alcohol abuse. Chief Shook reviewed the department's mission and objective statements and their plans to utilize the $50,000 budgeted in the FY 1990 budget for use on the "War on Drugs." The mission of the Police Department is to establish an effective strategy for the prevention of drug abuse, drug trafficking and drug related crimes within the community through education, prevention, treatment, research and planning, and law enforcement. Each of these areas was described and the involvement of the Police Department was outlined. The history of the department's funding and manpower was also delineated. The Chief reported that the $50,000 will be utilized as follows: $20,000 for pre -implementation costs, training, and supplies for a joint, cooperative educational program with the school system; $10,000 to support narcotic investigations of the purchase of drugs and information; $20,000 to the foot patrol program.
