HomeMy WebLinkAbout04/23/90CITY COUNCIL WORK SESSION April 23, 1990 5:00 p.m. Large Conference Room Members present: Mayor McKinley, Buck, Brown, Budak, Fox, Angel, Dell and Wright. It was moved by Dell, seconded by Angel that the agenda, as proposed, be approved. Motion carried. Jerry Schnepf, Executive Director of Iowa Natural Heritage Foundation, updated the Council on the Chain of Lakes Project which is a by-product of the Metropolitan Highway Transportation System that has been in the planning stages since the early 1960's. The highway project has made it possible for the development of a major water based recreation/conservation/education area with the assistance of the various agencies including the Department of Natural Resources, the Iowa Department of Transportation, Black Hawk County, the County Conservation Board and the Municipalities in the area. When the project is completed, it will encompass approximately 5,000 acres along a ten -mile river corridor of the Cedar River. There will be lakes totalling an estimated 800 acres including two large lakes of approximately 300 acres each. One will allow for unrestricted boating; the other large lake will preserve existing quarry lakes in a woodland setting. The entire system will provide for a unique blend of boating, canoeing, sailing, bicycling, and hiking. The future of the project is dependent upon the future leadership. Various leadership options were presented including the following: (1) State development, management and operation; (2) Mixed development, management and operation under a 28-E Agreement; (3) New Cedar Valley Lakes authority; and (4) Business as usual. Council members were asked to review each of these options and begin formalizing ideas for the future. In response to various questions, Sharon Juon, Director of the Iowa Northland Regional Council of Governments (INRCOG) stated that a major goal is to obtain consistent zoning in each of the jurisdictions represented by the project. This will allow for the orderly growth of the area. No official action was taken by the Council. With no further business, the meeting was adjourned. Larry P. Burger City Clerk/Auditor
