HomeMy WebLinkAbout01/16/90CITY COUNCIL WORK SESSION January 16, 1990 5:30 p.m. Large Conference Room Members present: Mayor McKinley, Fox, Buck, Dell, Brown, Angel and Wright. The agenda, as proposed, was approved. Members of the Gateway Committee were introduced including Sue Fleege, Hugh Copeland, Craig Ritland and Fedon Petrides and Wayne Sunday. The purpose of the discussion was to present the proposed "H -C" Highway Corridor Overlay District which has been developed by the Gateway Committee. The public hearing is scheduled for the City Council at this evening's meeting. The Gateway Committee has been working over a year to review the relocated U.S. Highway 218 Corridor and to prepare a long range development plan which would provide comprehensive, yet reasonable, regulations within this Corridor. Don Temeyer, Planning and Development Director, stated that the Ordinance contains three components including landscaping requirements, sign requirements, and a design review board. At a later date, an ordinance will be developed addressing fencing issues, use restrictions, and setbacks. The landscape section specifies the total lot area in each of the zoning classifications that must be dedicated to landscaping purposes. Parking spaces can be no more than 30 feet from the trunk of a tree. It also addresses parking areas and establishes a point system for the types of plantings on each lot. The sign regulations include maximum height, area and percentage that wall signs can occupy on a wall area. Portable signs, signs on bus benches, and signs painted directly on buildings will not be allowed. Additional off premise signs will be allowed at intervals of 750 feet. The design review board will consist of seven members representing professionals and lay persons who will review the project in light of ingress and egress, drainage, set backs, parking, etc. All residential structures and interior work would be exempt from design review. There was considerable discussion on Item F-3, page 3, concerning the fiscal arrangements to assure that landscaping would be installed. It was suggested that other proofs of financial evidence of ability to pay be included in the ordinance in addition to those specified. This was agreeable to the Committee Members.
