HomeMy WebLinkAbout06/04/90CITY COUNCIL WORK SESSION MINUTES June 4, 1990 5:45 p.m. Large Conference Room Members present: Buck, Brown, Budak, Dell, Wright, Fox and Mayor McKinley. The agenda, as proposed, was approved. The purpose of the meeting was to discuss the proposed amendments to the Zoning Ordinance "H -C" Highway Corridor Overlay District as it pertains to screening/fencing, setbacks and use restrictions. Proposed amendments were tabled by the City Council on April 9th to allow the Gateway Committee time to meet with affected property owners. City Staff and Gateway Committee members have since met with Prairie Construction, Michelin Tires, Searles Hayden Signs, Fuller's Salvage and Goodyear Tires. As a result, several amendments are being proposed as follows: 1. Existing businesses may request a time extension from the Design Review Board for changes relating to screening requirements. 2. To remove language in the use restriction sections which discourages expansion of certain businesses within the Corridor. Wright and Fox now present at 5:50 p.m. Fuller Salvage is currently requesting the vacation of a portion of Birmingham to allow for additional storage of salvage material and area for screening. This may be opposed by adjacent property owners. Michelin Tires has not yet provided a plan to the City. Searles Hayden Signs has begun constructing a fence for screening purposes. Goodyear has indicated that they will be able to meet the ordinance with one year. Mike Christensen, representing Prairie Construction, stated that they are currently looking at constructing a combination fence and landscape area that will be submitted to the Design Review Board. He objected to the required setback which actually is a taking of property and also objected to the costs of a landscaping. Ernie Doden, representing Goodyear Tires, indicated that fencing will not provide adequate screening since the highway is higher than the businesses. Don Temeyer, Planning and Development Director, stated that as development occurs, improvements can be made with the visual impact. The service road will be at grade and therefore screening would be helpful. Jack Fuller stated that they are waiting for the development of the Wallace property to the west that will provide some screening for their own property. Randy Wallace indicated that they will be planting trees on their property as required. Don Temeyer, Planning and Development Director, indicated that the Planning, Programming and Zoning Commission will be making a recommendation to the City Council concerning how high junk yards can stack materials.
