The agenda, as proposed was approved. Motion carried. The purpose of the meeting was to discuss the reorganization and contracting alternatives for solid waste collection. Public Works Director John Meyer distributed information on four concerns prepared by Municipal Laborers Local #353 regarding the reorganization and/or contracting alternatives. Mr. Meyer reported that the Council would open bids Eor contracting but would riot award the contract tonight. It is anticipated that a Work Session will be scheduled on May 14th to allow both the reorganization plans and the bids to be discussed. Mr. Meyer provided an overview of the employee impact and listed the bargaining unit agreements that have been reached concerning various issues. Mr. Meyer stated that five bids have been received for solid waste collection services including bids from Waste Management of Iowa, Black Hawk Waste, BFI, Inc., Denver Construction, and Peterson Cont:.ractois. Various bids are being requested including a base bid which allows for a four-day pickup schedule, a performance bond in the amount of $750,000 and a $5 million umbrella. Alternate lA allows the contractor to select his own scheduLe of collection with the same insurance coverage as the base bid. Alternate ].B is a deduct from the base bid or Alternate lA requiring a $1 million umbrella liability and a $300,000 performance bond. The net bid amount that is required to meet the cost of the organization plan is $1,561,365. Mr. Meyer explained that the changes in the insurance coverage was proposed by the bidders after a pre-bid conference and allows more flexibility in the bidding procedure. Discussion was heard concerning the potential impacts on minority employment in the Street and Sanitation Department. A major obstacle is the driving record of individuals on and off the job. Many of the disciplinary procedures are negotiated items with the bargaining unit. Considerable progress has been made to evaluate employee performance. Various council members expressed a concern that stronger management philosophies be enforced in the event of poor employee performance. If the contracting alternative is not approved, work must: begin immediately on ordering equipment to allow the City to go forward with its garbage solid waste collection plan. Steve Piper, representing Laborers Local 4353, disputed information presented by Public Works Director, John Meyer, including his projected unemployment costs. He stated that the unemployment per individual. is much higher than calculated in the plan.
