HomeMy WebLinkAbout12/23/91CITY COUNCIL WORK SESSION December 23, 1991 6:00 p.m. Large Conference Room Members present: Mayor McKinley, Angel, Buck, Brown, Budak, Dell, Fox and Wright. The Agenda, as proposed, was approved. Mayor McKinley reported that this work session was a follow-up discussion to a meeting held on December 9, 1991, concerning the proposed local preference purchasing policy for the City of Waterloo. Larry P. Burger, Clerk/Auditor, stated that several changes and additional information have been provided. The first item includes a language change under Item No. 1 "Definition of Local Bidder" which has been revised specifically to include manufacturing and service facilities as well as warehousing, transportation and sale operations and offices besides that of direct ownership within Black Hawk County. Mr. Burger also presented an in-depth analysis of purchases over the past two years noting the bid award and the percent difference between the low bid and the local bids. The cost of local preference differential over the past two years if a 3% local preference was given, 4% and 5% was specified. The City of Waterloo would have incurred an additional $5,358 for actual purchasing events if a 3% local preference was given. Over the past two years, six specific purchases would have been awarded to local bidders under the 3% local preference policy. Discussion was heard concerning local preference purchasing. A representative of Don's Truck Sales of Fairbank and Case Power of Cedar Rapids was heard. No official action was taken by the City Council on this matter.
