HomeMy WebLinkAbout02/18/91CITY COUNCIL WORK SESSION February 18, 1991 6:00 p.m. Large Conference Room Members present: Mayor McKinley, Brown, Budak, Fox, Angel, Wright and Buck. Members absent: Dell. The Mayor announced that the purpose of the meeting was to discuss the proposed expansion of Powers Manufacturing at their current location and north of Sycamore Street. Representatives of Powers Manufacturing were present including Roger Hufstedler, Pam Turner and Steve Thurmond from Lockard Construction Company. Don Temeyer, Planning and Development Director, explained that Powers is located within the Rath Tax Increment Financing District. The Rath TIF was designed to promote private development within the area. Existing land uses and proposed zoning classifications were reviewed. Powers anticipates a 110,000 square foot expansion in a three phase process over the next five to seven years. Plans include the demolition of existing structures not currently owned by Powers. These neighbors would be assisted with relocation through the Community Development Board to comparable neighborhoods. A meeting was held last week with affected property owners many of which understand the need to assist the neighborhood for redevelopment purposes. The total cost to the City for acquisition of the affected properties would be approximately $300,000. Upon completion of demolition and relocation, the land would be sold back to Powers at an approximate sale price of 50 cents per square foot resulting in total revenue to the City of approximately $100,000. The Tax Increment Fund would be repaid in approximately 30 years. Prior to commencement of the expansion plans, the Council will be presented with a development agreement that will outline the duties and responsibilities of both the City and Powers for the project. In response to a question by Councilperson Buck, Mr. Temeyer explained that the City will work with IPS in relocating a gas line in the alley that runs from Union Street to E. llth Street. The City will also assist in vacating Union Street and eventually the alley. Localized access will be worked out as the phased development is constructed. The current employment of 190 persons is expected to increase by approximately one-third upon completion of the expansion project. A drawing of the proposed improvement was shown.
