HomeMy WebLinkAbout07/22/91CITY COUNCIL WORK SESSION July 22, 1991 5:30 p.m. Large Conference Room Members present: Mayor McKinley, Budak, Angel, Wright, and Brown. Members absent: Fox, Buck and Dell. The Agenda, as proposed, was approved. Mayor McKinley stated that the purpose of the meeting was to review the plans and specifications for the West Fourth Street Sidewalk and Lighting Improvements Project, Contract No. 422. The Mayor noted that the Council was being asked to set a date of hearing as August 12, 1991, to let bids on said contract. The Mayor reported that he had recently attended a conference in Minnesota and the City's Design Review Board and Gateway ordinance are considered to be a forerunner and admired by many municipalities. Given the current opportunity to develop a beautiful gateway into the community, and to link together Lincoln and Washington Parks, there are great possibilities to connect the east and west side of the freeway. One possibility is the West Fourth Street Sidewalk and Lighting improvements. The initial phase of this improvement is from Jefferson to Washington Streets. This segment would eventually tie in and include the museum district, the church district and the Franklin revitalization area. With planned landscaping, lighting, sidewalks, etc. a natural linkage would occur. Bob Stevenson, City Planner, presented the proposed drawings of the lighting fixtures as well as the brick sidewalk landscaping and tree grates. Although the light fixtures are somewhat higher, Mr. Stevenson noted that they are similar to the original fixtures placed on the street in the 1910's. The Up Downtowners have concurred with the light fixtures since they allow for the hanging of the downtown banners. Money for the first phase is available through general obligation bond proceeds. No official action was taken by the City Council at this meeting. With no further business before the Council, the meeting was adjourned at 6:00 p.m. Larry P. Burger City Clerk/Auditor
