HomeMy WebLinkAbout05/20/91CITY COUNCIL WORK SESSION May 20, 1991 6:00 p.m. Large Conference Room Members present: Mayor McKinley, Buck, Brown, Angel, Wright, Dell, Budak. The Agenda, as proposed, was approved. Councilperson Brown introduced Alan Hayes and Gene Lutz from the Center of Social and Behavior Research at UNI to discuss the Focus Action Plan. Mr. Hayes presented historical information relating to the work of the Metro Fund Distribution Coordination Council and their review of the human service system in Black Hawk County. The purpose of the study was to increase coordination within the human service delivery area and how services may be better delivered. The goals of the study were as follows: 1. Identify human service needs in the area; 2. Review the delivery system currently in place in the County; 3. Provide an improved information base for use by community leaders when approached for funding. Information for the study was gathered through a telephone and written surveyrby various groups including a random selection of households, community leaders and service providers. The group is now committed to implement the results of their study and survey work. Gene Lutz reported that since the survey has been completed, each funding body is being approached to determine their commitment to the survey results. The Focus Action Plan includes three elements including the information gathering process, the review process, and the decision process. The plan would allow decision makers to have comprehensive information and hopefully better match the money to the needs of the community. Hopefully it will also enhance public competence, coordinate the expertise in the community and better coordinate the future of human service delivery in the community. Of course, the needs of the community are greater than the resources available, which prompted the study. The proposed budget to implement the Focus Action Plan includes the hiring of a half-time position and related cost including postage and office supplies. Funding needed for the two-year trial is estimated at $15,500. Each of the funding bodies will be asked to contribute to offset the cost. The City of Waterloo's in-kind donation would be $1000 for printing. It was noted that this study was done at a cost of approximately $60,000. Councilperson Wright noted her dissatisfaction with the budget proposal and the need for hiring a project assistant. Larry P. Burger, Clerk/Auditor, noted that this item would be referred to the Finance Committee for formal action and review. No official action was taken by the Council at this time.
