HomeMy WebLinkAbout11/12/91CITY COUNCIL WORK SESSION November 12, 1991 5:00 p.m. Large Conference Room Members present: Mayor McKinley, Brown, Buck, Budak, Dell, Fox, Angel and Wright. It was moved by Dell, seconded by Buck that the Agenda, as proposed, be approved. Motion carried. The purpose of the meeting was to discuss the proposed Logan Plaza Urban Revitalization area. The City Council conducted a hearing on October 7, 1991 and delayed the second reading of said ordinance until November 12, 1991, to allow additional discussion. Don Temeyer, Planning and Development Director, stated that the City Council instructed the staff to prepare an urban revitalization plan for the Logan Plaza area to attract new retail development in the area. With this designation, the area would be eligible for tax abatements. Bob Rappaport representing Consolidated Investment Properties stated that the they are the owner of the property and are currently attempting to solicit tenants for the area. They currently have two tenants and are seeking an anchor tenant for the 30,000 square foot area. Considerable discussion was heard concerning the recruitment of minority businesses to the area and whether the tax abatement would be passed along to the tenants. Mr. Rappaport reported that tenants could expect to realize a 10% - 15% savings because of the abatement. Anna Mae Weems expressed her desire that the Logan Plaza area be developed with minority involvement. After lengthy discussion, it was the consensus of the Council that action on the Urban Revitalization Plan be tabled. This would allow for time to exhaust all possible leads for minority participation at Logan Plaza. Mayor McKinley appointed Councilperson Buck as chair to recruit minority businesses for the area. The Committee will also include Councilpersons Dell and Wright. With no further business before the Council, the meeting was adjourned at 6:00 p.m. Larry P. Burger City Clerk/Auditor
