The agenda, as proposed, was approved. The Mayor announced that the purpose of the meeting was to discuss the adoption of the 1991 Uniform Building Code and the Uniform Code for Building Conservation. Lou Cutwright, Jr., Building Official, stated that the City is currently operating under the 1985 Uniform Building Code. The Code has been updated into the 1991 UBC and he recommended its adoption. In addition, he recommended that the Uniform Code for Building Conservation (UCBC) also be adopted. The later code provides alternatives to standards within the UBC and is particularly helpful in rehabilitating existing structures. Mr. Cutwright stated that the UCBC would be helpful in revitalizing the downtown area. Discussion was heard concerning basement egress as a means of exit from a sleeping or play area in basements. Mr. Cutwright stated that these code changes have been discussed with the building trades personnel and no objections have been heard to date. He recommended to the Council adoption of the changes by Ordinance. Mr. Cutwright also presented the following permit fee increases effective January 1, 1992: Permit Valuation Present Fee New Fee % of Increase $ 5,000 $ 72.00 $ 73.50 2.1 20,000 207.00 216.00 4.2 40,000 349.50 368.50 5.2 80,000 549.00 581.00 5.6 160,000 849.50 901.00 5.8 680,000 2,579.50 2,716.00 5.0 3,500,000 8,529.50 8,676.00 2.7 Average Increase 4.3 No official action was taken by the City Council on this matter.
