HomeMy WebLinkAbout08/10/92CITY COUNCIL WORK SESSION August 10, 1992 5:30 p.m. Large Conference Room Roll call: Mayor Manning, Lemke, Fox, Budak, Angel, Dell and Wright. Absent: Buck. The Agenda, as proposed, was approved. The contract with C & S Car Company for the sale of excess right of way located on Washington Street between W. 7th and W. 8th Streets was reviewed. Bob Stevenson, City Planner, noted that this property was acquired by the city from the Department of Transportation with the original thought that it would be retained and landscaped. C & S Car Company approached the city about the possible sale noting that they would expand their existing adjacent business. The contract term is three years with monthly interest for the first three years and the balance of $87,200 due on September 15, 1995. The purchase price is the price that the city paid to the DOT plus demolition costs. Several conditions have been placed on the sale of the property which the buyer has agreed to and include hard surfacing and landscaping the property by August 1, 1993. If the buyer fails to meet the terms of the contract, the city will still have a landscaped, asphalted lot and be tax producing. In response to a question by Kathy Oberle, 710 Forest Avenue, city staff noted that the city attorney has reviewed the contract noting that the buyer is responsible for any liability issues. Mr. Stevenson noted that the sale and landscaping plan has been reviewed and approved by the Design Review Board. In response to a question from Councilperson Dell, it was noted that the city has approximately $160,000 invested in property along the 218 Corridor. Staff will continue to work on the sale of these properties. This item will appear on the city council agenda with a date of hearing being set as August 24, 1992. The appeal of a Historic Commission ruling for property located at 305 Prospect Avenue was deleted from the agenda at the request of the property owner. Mr. Stevenson noted that the city council will be asked to set a date of hearing as September 8th on the letting of the landscaping project along U.S. Highway 218 between W. 18th and W. 12th Streets. This $100,000 project is being funded with $60,000 from a state grant, $10,000 from the Trees Forever Grant, $10,000 donation from Green Scene and $20,000 contribution by the City of Waterloo. It is hoped that the planting can begin this fall. It was noted that the tall weeds along the downtown 218 corridor are still under the control of the State of Iowa. The city has inquired as to whether the weeds can be cut. The state has not granted the request since the vegetation is a stabilization crop. It was noted that the 5th/6th Street Project is progressing with an anticipated opening date of September 1st for that portion between Washington and Allen Streets. Allen to Baltimore is expected to be opened September 17th. In response to a question from Mel Smelser, 2235 Temple Avenue, city staff noted that the storm water problem on Baltimore is being corrected by the contractor and was an error on the part of the design engineer. The city is incurring no costs for this repair. It was noted that the E. 6th Street Extension Project is progressing and city staff continues to work on the railroad agreements. A January 1993 bid letting date is anticipated for the first phase from Franklin to N. Barclay. City staff were asked to review the proximity of houses along Glenwood Street to the new proposed highway. Work is progressing along the U.S. 218 project in the downtown area with the major stumbling block being the bridge over Black Hawk City Council Work Session August 10, 1992 Page 2 Creek. Again, it is anticipated that the roadway will be opened through the downtown area by Thanksgiving. The Westfield project area southerly of John Deere is also anticipated to be completed by Thanksgiving. With no further business before the council, the meeting was adjourned at 6:23 p.m. Larry P.
