HomeMy WebLinkAbout05/17/93CITY COUNCIL WORK SESSION May 17, 1993 5:45 p.m. Large Conference Room Roll call: Mayor Manning, Angel, Buck, Fox, Budak, Lemke, Wright. Members absent: Dell. Mayor Manning stated that the purpose of the meeting was to discuss the Administrative Assistant position precipitated by the resignation of Larry P. Burger, Clerk/Auditor. Dave Tyler was introduced as chairperson of the Governmental Reform Task Force and the Mayor's Reorganization Committee. The former which studied the city's structure approximately three years ago focused itself on the type or form of government for the city. The city manager referendum was a result of their study. The latter committee was formed by Mayor Manning and was designed to look at the internal workings of city government and determine those areas that could be more efficiently served by reorganizing city departments. It was the consensus of the Mayor's Reorganization Committee that priority should be given to the creation of an Administrative Services Division with the director having emphasis in the area of finance. Although the committee disagreed on how the administrative assistant/city manager position should be formulated, the committee agreed that some type of administrative assistant to the mayor should be reviewed. In response to a question by Councilperson Buck, it was reported that the Administrative Services Division would include the City Clerk, City Attorney's Office, Personnel, and Human Rights Commission. In response to a question by Councilperson Buck, Larry P. Burger, Clerk/Auditor, reported on the existing Clerk/Auditor staff and the responsibilities of the department. He noted that with the combination of the City Clerk's Office and finance department, the position of Clerk/Auditor was formed and two deputy positions were staffed. A copy of the proposed job description for the position of Administrative Services Director was presented and discussed by Personnel Director Jim Rodemeyer. This position has a heavy emphasis on finance. Mayor Manning stated that he preferred the establishment of an Administrative Services Director with a heavy emphasis in finance and then at a later time proceed with the Administrative Assistant Position. It was noted that the city could expect that this individual would require an employment contract. No official action was taken by the Work Session. It was agreed that further discussion is needed on this item which will be scheduled for Monday, May 24, 1993. Larry P. Burger City Clerk/Auditor
