Roll call: Mayor Manning, Angel, Budak, Lemke and Wright.
Members absent: Dell, Buck and Fox.
The purpose of the meeting was to discuss the proposed revisions to
the transient merchants license. On September 27, 1993 several
merchants who sell Christmas trees in the community expressed a
desire for an amendment to the ordinance which would address a
Wisconsin grower who annually sells trees at a much lower rate
making it difficult for them to conduct business.
A proposed ordinance was presented by Acting Clerk/Auditor Michelle
Temeyer. The main points of discussion was the definition of a
transient merchant and who would be covered by the ordinance and
the length of time the transient merchant would be able to operate
at one location. The proposed ordinance suggested that a transient
merchant should only be allowed to operate one consecutive month at
any one location. A proposed fee schedule was reviewed.
After discussion, there was not clear agreement on what type of
person or persons a transient merchant should cover although
members of the public that were present expressed a desire to model
our city's ordinance like the City of Cedar Rapids. It states that
a transient merchant shall not be permitted to operate at one
location for more than ten (10) consecutive days and that no other
transient merchant shall be permitted to operate another business
at that location within the immediate 30 days following the
previous transient merchant. It was generally agreed that the fee
schedule should not be less than the current charge to transient
merchants.
A new proposed ordinance will be presented to the
its first reading on Monday, November 8, 1993.

The purpose of the meeting was to discuss amendments to the
convenient store security regulations providing for surveillance
cameras and security measures in convenience stores or businesses.
Several proposed amendments were suggested at the Work Session held
on October 25, 1993. The definition now provides that any
convenience store or business who sells consumer goods including
but not limited to alcoholic beverages to be consumed off premises,
soft drinks, cigarettes, and packaged food or petroleum products,
and which generally remain open for business 24 hours per day or
any portion of that time between the hours of 6:00 p.m. and 6:00
a.m. and which usually has on duty two or less employees during
those hours shall be required to have a surveillance camera as
defined by the ordinance. The ordinance also states that any store
that has purchased and installed a surveillance camera prior to
October 1, 1993 is not required to upgrade their cameras as
required by the ordinance until January 1, 1996. The ordinance
also requires that each business covered by the ordinance keep and
maintain a clear line of vision from the outside of the premises
into the interior of said premises. There has been no obvious
opposition by either business owners or citizens to the proposed
ordinance.
No amendments were made to the proposed ordinance and the first
reading will be heard by the city council at tonight's council
meeting.
With no further business before the Council, the meeting was
adjourned at 6:12 p.m.
