HomeMy WebLinkAbout09/27/93CITY COUNCIL WORK SESSION September 27, 1993 5:30 p.m. Large Conference Room Roll call: Mayor Manning, Angel, Buck, Budak, Fox, Dell, Lemke and Wright. The purpose of the meeting was to discuss the city's transient merchant's ordinance which requires the licensing of temporary or itinerant businesses who conduct business within the city and are within an enclosed structure. The ordinance does not require licensing for individuals who sell outdoors on private property or those individuals who sell food products of their own growing. A letter has been received from Port Beattie Jr. asking that the transient merchants ordinance be amended to require the licensing of Christmas tree growers including a company from Wisconsin. Said company sets up Christmas tree lots in the Waterloo — Cedar Falls area making it very difficult for area businesses to compete. He grows the trees, trucks them himself and sells the trees for much less than local businesses. Port Beattie Jr. and Dean Platt, owner of Platt's Nursery, asked that the council amend its ordinance to allow licensing of this individual. After discussion, the Acting Clerk/Auditor was instructed to confer with the City Attorney's Office to determine whether said ordinance could be amended to limit out of state companies to do business within the City of Waterloo. The purpose of the meeting was to discuss the Waterloo Fire Department's proposal to form 28E organizations and serve as Northeast Iowa's response group to the counties of Black Hawk, Bremer, Buchanan, Butler, Chickasaw and Grundy. This includes response to hazardous material situations and education of volunteer fire fighters. An advisory board would be established designating one member from each jurisdiction to govern the operations of the group. Financing will be borne by each of the organizations on a per capita basis based upon the total expense of the operations. The City of Waterloo will be responsible for providing training personnel, maintenance and housing of the equipment and the dispatching and information services of the group. As each jurisdiction approves the agreement, the city council will approve the contents of each agreement. The Fire Department was given informal authorization to proceed with the hazardous material response concept.
