Members absent: Murphy, Anders, Mollenhoff. Moved by Jordan, seconded by Getty that the Agenda, as proposed, be approved. Ayes: Four. Absent: Murphy, Anders, Mollenhoff. Motion carried. The request of the Independence Neighborhood Association to appeal the Neighborhood Recognition was reviewed. An application for neighborhood recognition was submitted by the Independence Neighborhood Association. The boundaries established by the Association included the entire City of Waterloo. Their application was reviewed by staff and denied due to the broad boundaries which overlapped other established neighborhood groups. They have now requested an appeal to the City Council. Betty Moore, 420 Independence Avenue and President of the Independence Neighborhood Association, questioned why their association was not recognized. Mayor Rooff stated that on July 16, 1996 the Community Development Board reviewed the Association's application and denied their appeal due to the broad boundaries established. Councilperson Getty stated that he agrees with the Community Development Board's recommendation, and he suggested that the Association draw new boundaries within their neighborhood and resubmit to the Community Development Board. Ms. Moore stated that if other people in other neighborhood associations wish to work with the Independence Avenue Neighborhood Association and they can help them, they should be allowed to join. A member of the Association stated that there are over 400 members in the Independence Neighborhood Association. He feels that the guidelines for boundaries were not established until after their Association submitted their application. He questioned why a person should be eliminated from their Association. They reach out to help everyone. Ms. Moore stated that there are many single moms in the city and she wants to help them and be recognized city-wide. Councilperson Getty called for the question. Councilperson Getty stated that he has talked to many of, the neighborhood associations, and he feels that if the Independence Neighborhood Association draws new boundaries and wants to be recognized they should resubmit their application to the Community Development Board. Moved by Getty, seconded by Krizek that the council uphold the decision of the Community Development Board. Councilperson Krizek stated that she would not have a problem with the Association redefining their boundaries for application and still go outside their neighborhood to help others. Councilperson Collier questioned if the Association had talked to other neighborhood associations and are they in favor of the Independence Neighborhood Association going into their groups. Councilperson Getty called the question. A vote was taken on the motion with the following result. Ayes: Four. Absent: Murphy, Anders, Mollenhoff. Motion carried. A vote was taken on the original motion with the following result: Ayes: Three. Nays: Collier. Absent: Murphy, Anders, Council Work Session August 15, 1996 Page 2 Mollenhoff. Motion carried. Agenda items for the council meeting to be held on Monday, August 19, 1996, were reviewed and discussed with representatives from departments that have items on the agenda. With no further business before the council, it was moved by Getty, seconded by Jordan that the meeting be adjourned at 4:35 p.m. Ayes: Four. Absent: Murphy, Anders, Mollenhoff. Motion carried.
