Members present: Mayor Rooff, Krizek, Getty, Jordan, Mollenhoff,
Murphy.
Members absent: Anders, Collier.
Moved by Jordan, seconded by Krizek that the Agenda, as proposed,
be approved. Ayes: Five. Absent: Anders, Collier. Motion
carried.
City Planner Don Temeyer provided an updated copy of the list of
dilapidated houses and a proposed demolition schedule for Fiscal
Year 1997. Properties are in various stages of inspection or the
legal process which is reflected on the Tagged Property Status
Report.
Temeyer explained new legislation was passed this session which
allows local governments to seize nuisance properties from owners
who take no action to rectify the situation. The city could take
a nuisance property and then place it in the rehab program to
improve our housing stock.
Krizek asked whether it would be possible to initiate a law or
ordinance which prohibits the county from selling a property to
owners who have properties on the demolition list. Many of the
county properties put up for tax sale are allowed to continue to
deteriorate and end up on the list for demolition. Han reported
that this would be outside the jurisdiction of the city but it may
be requested of the County Board of Supervisors.
Mayor Rooff suggested setting up a meeting with Dick Buchanan from
Black Hawk County and interested Supervisors to discuss options
available to limit the need for demolition. Temeyer agreed to set
up the meeting and notify the council of its time and location.
Mollenhoff suggested asking the County to have conditions for
rehabilitation set on the title as part of the tax sale. Krizek
asked if there is any way to create an incentive program to keep
properties in good condition. Temeyer reported that the City of
Des Moines created an Urban Revitalization District over the whole
city to encourage new housing or improvements.
With no further discussion on the matter, it was moved by
Mollenhoff, seconded by Murphy to adjourn the meeting at 6:00 p.m.
Ayes: Five. Absent: Anders, Collier. Motion carried.
