Members present: Mayor Rooff, Collier, Jordan, Krizek, Getty,
Anders.
Members absent: Mollenhoff, Murphy.
It was moved by Jordan, seconded by Krizek to approve the agenda as
proposed. Ayes: Five. Absent: Mollenhoff, Murphy. Motion
carried.
Mike Hahn, Main Street Director, introduced Thom Guzman, state
coordinator of the Main Street Iowa program. Guzman provided an
overview of the Main Street training seminar being provided for
Waterloo participants this week.
Guzman explained the eight principles used in the Main Street
approach. Successful programs are reached through an incremental
process, many programs ten years old are just beginning to realize
successes from their efforts. It requires a public and private
partnership with local government support a key to revitalizing the
city's downtown area. Attitudes about the purpose of downtown need
to be changed as society has changed and led to the demise of the
downtowns of the fifties.
Strategies for marketing and downtown promotions will be discussed
at the presentations tomorrow. Presentations also covered areas
regarding the organization and cooperation of downtown support
groups and volunteers, design and business use in a master plan to
identify the new purpose of downtown for the community.
Main Street programs in areas such as Dubuque are beginning to reap
benefits for the communities that participate in them. Mike Hahn
will be continuing to provide leadership, training and focus on the
Main Street program for Waterloo.
With no further discussion, it was moved by Jordan, seconded by
Collier to adjourn the meeting at 5:25 p.m. Ayes: Five. Absent:
Mollenhoff, Murphy. Motion carried.

Moved by Jordan, seconded by Krizek that the Agenda, as proposed,
be approved. Ayes: Five. Absent: Murphy, Collier. Motion
carried.
Agenda items for the council meeting to be held on Monday, July 1,
1996, were reviewed and discussed with representatives from
departments that have items on the agenda.
With no further business before the council, it was moved by
Jordan, seconded by Collier that the meeting be adjourned at 5:03
p.m. Ayes: Five. Absent: Collier, Murphy. Motion carried.
