Mayor Bowers in the Chair. Roll call: Getty, Lichty, Penaluna, Klinger, Seeber, Dowie, Wright. Invocation by Klinger. 86674 - Moved by Dowie, seconded by Getty that the Agenda, as amended for the Regular Session of December 3, 1984, at 7:00 p.m., be accepted and approved. Motion carried. 86675 Moved by Klinger, seconded by Wright that the Minutes of the Regular Session held November 26, 1984 at 7:00 p.m. and the Minutes of the Special Meeting held November 28, 1984 at 4:00 p.m., be approved. Motion carried. HEARINGS 86676 - Moved by Seeber, seconded by Penaluna that proof of publication of notice of public hearing on amendments to Ordinance No. 2479, as amended, Zoning Ordinance relating to changes regarding manufactured 'homes as published in the Waterloo Courier on November 23, 1984, be received and placed on file. Motion carried. 86677 - HOLD HEARING --This being the time and place of hearing the Mayor called for written and oral objections and there were none. Moved by Klinger, seconded by Wright that the recommendation of approval on said amendment from the Planning, Programming and Zoning Commission be received and placed on file. Motion carried. 86678 - Moved by Getty, Seconded by Seeber that an "Ordinance amending Ordinance No. 2479, as amended Zoning Ordinance by amending Part III, Definitions, Part V, General Regulations, and Part XXII, Exceptions and Modifications," be received, placed on file, considered and passed for the first time. Ayes: Seven. Motion carried. 86679 - Moved by Dowie, seconded by Klinger that proof of publication of notice of public hearing to rename various streets now known as Easton Avenue, Locke Avenue, Howard Avenue, Plymouth Avenue, relocated Highway 218 and Intercity Highway in southeastern Waterloo as published in the Vlaterloo Courier on November 23, 1984, be received and placed on file. Moved by Dowie, seconded by Lichty to receive and file petition of objection of area residents to renaming of certain streets. Motion carried. 86681 - David VanDee, Associate City Planner, explained that the proposed name changes are the first of many to standardize street names. He reported that the effective date of the ordinance would be one (1) year after adoption to allow residents to make the appropriate address changes. Fire Chief Olson stated that name changes were not opposed by his department. Moved by Dowie, seconded by Klinger that "Ordinance renaming the various streets: Easton Avenue changed to Plant Road, Locke Avenue changed to Hamilton Court; Howard Avenue changed to Eisenhower Court; Plymouth Avenue changed to Taylor Court; Relocated Highway 218 changed to Washington Street; and Intercity Highway (Relocated U.S. 218 changed from Leo P. Rooff Highway", be received, placed on file, considered and passed for the first time. and the Planning, Programming, and Zoning Office instructed to respond to the concern of the residents opposing the request. Ayes: Penaluna, Klinger, Dowie. Nays: Getty, Lichty, Seeber, Wright. Motion not carried. 86682 - Moved by Getty, seconded by Wright that the naming of the above listed six (6) streets be reconsidered at the Council Meeting of December 10, 1984. Ayes: Seven. Motion ca.rri ed . 86683 - Moved by Getty, seconded by Penaluna that proof of publication of notice of public hearing for site plan for Central Assembly of God--I-ahgley Road and Bethel Street as published in the Waterloo Courier on November 23, 1984, be received and placed on file. Motion carried. 86684 - HOLD HEARING --This being the time and place of hearing the Mayor called for oral and written objections and there were none. Moved by Klinger, seconded by Seeber to receive and place on file recommendation of approval from Planning, Programming and Zoning Commission. Motion carried. 86685 - Moved by Seeber, seconded by Getty that "Resolution approving site plan for Central Assembly of God --Langley Road and Bethel Streets", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1984-549. 86686 - Moved by Dowie, seconded by Lichty that proof of publication of notice of public hearing for Site Plan amendment for "R -4,R -P" Planned Residence District for property at Hammond and E. Orange Road for Student Housing as published in the Waterloo Courier on November 23, 1984, be received and placed on file. Moved by Getty, seconded by Lichty that the recommendation of approval of the Planning, Programming and Zoning Commission be received and placed on file. Motion carried. 86688 - Jim Jimenez, representing the Apartment Association of Black Hawk County, stated his opposition to the additional units due to the high vacancy rate in the metro area and large number of apartment complexes on the tax delinquent list. Fred Debe, Schenk Engineering, reported that the amendment represents the resiting of an apartment building that will consist of a private 50 -unit building, with furnished rooms. John Hawse, Superintendent of Hawkeye Institute of Technology, reported that the project was a private venture, not associated with Hawkeye Technology, however, he and the board supported the housing for their students. Moved by Klinger, seconded by Dowie that "Resolution approving Site Plan amendment for property zoned "R -4,R -P" Planned Residence District located at southeast corner of intersection of Hammond and E. Orange Road", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1984-550. 86689 - Sam Hopkins, 48 E. Parker, reported that the house at 57 John Street was causing him problems due to the existence of dogs, goats, chickens, geese and ducks. Moved by Penaluna, seconded by Wright that the above remarks be received and placed on file, and referred to Health and Sanitation and Animal Control. Motion carried. ORAL PRESENTATIONS 86690 - Councilperson Wright asked that the Raymond and Evansdale exits on Relocated Highway 20 not be labeled Naterloo". This is confusing to out-of-town persons. She also complimented the Waterloo Downtown Council on the Christmas decorations in the downtown area. UNFINISHED BUSINESS 86691 - Moved by Getty, seconded by Lichty that communication from Community Development Administrator transmitting recommendation to set date of hearing on sale and receipt,of bids for 2027 Independence Avenue, formerly used for flood control purposes, with no minimum bid be received, placed on file, and 'Resolution setting date of hearing as December 26, 1984 at 7:00 p.m. in the City Hall Council Chambers on above described sale", be adopted and Clerk/Auditor instructed to publish notice of hearing accordingly. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1984-551. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1984-552. 86693 - Moved by Getty, seconded by Klinger that communication from City Engineer transmitting Change Order No. 1 for FY 1985 Paving Program, Contract No. 266 for increase of $7,014.56 together with recommendation of approval be received, placed on file, approved and Mayor and Clerk/Auditor instructed to execute same. Motion carried. 86694 - Moved by Getty, seconded by Klinger that communication from City Engineer transmitting recommendation on Acceptance of Plat Improvements for Heartland Hills Second Addition, together with two (2) year maintenance bond for paving, storm and sanitary sewer improvements be received, placed on file and approved. 86695 - Moved by Getty, seconded by Klinger that communication from City Engineer transmitting Change Order No. 1 for FY 1985 Conway Vicinity Skywalk, Contract No. 281 for decrease of $9,853.00 together with recommendation of approval be received, placed on file and approved and Mayor and Clerk/Auditor instructed to execute same. Motion carried. RESOLUTIONS TO BE ADOPTED 86696 - Moved by Wright, seconded by Dowie that "Resolution setting date of hearing as December 17, 1984, at 7:00 p.m. in the City Hall Council Chambers on submission of application to the U.S. Department of Housing and Urban Development for 11 additional units of Section 8, Existing Rental Rehabilitation Certificates and an additional 25 units of Section 8, Existing Housing for the Waterloo Housing Authority", be adopted and Clerk/Auditor instructed to publish notice of same. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1984-553. 86697 - Moved by Getty, seconded by Lichty that "Resolution fixing date of hearing as January 7, 1985 at 7:00 p.m. in the City Hall Council Chambers on proposed Industrial Development Bonds Series 1984, in an amount not to exceed $75,000.00 for Power Engineering and Manufacturing Office Complex, 710-12 Sycamore Street and authorizing execution of Memorandum of Agreement", be adopted and Clerk/Auditor instructed to publish notice of hearing accordingly. Ayes: Seven. Motion carried. 86699 - Moved by Getty, seconded by Klinger that communication from Superintendent of Traffic Signals transmitting recommendation on installation and removal of following street lights: 1) change 400 watt high pressure sodium lights on Texas Drive to 100 watt high pressure sodium lights. 2) remove street light on west side of LaPorte Road at intersection of San Mannan Drive and LaPorte Road. 3) install 100 watt high pressure sodium light at intersection of Milwaukee and Wyandotte be received, placed on file, approved, and "Resolution approving said street light changes", be adopted and Clerk/Auditor instructed to notify Iowa Public Service accordingly. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1984-555. 86700 - Moved by Getty, seconded by Klinger that award of 1984 Municipal Street Paving Smoothness Award to Rohlin Construction Company, for F.Y. 1984 Maywood Area Paving, Contract No. 256 be received and placed on file. Motion carried. 86701 - Moved by Klinger, seconded by Seeber that the following requests for travel with expenses not to exceed amounts shown, be received, placed on file and approved: Travel Requests Police Officers to attend National PR24 Instructer Seminar January 6-11, 1985, London, Ohio, cost not to exceed $450.00 plus use of City vehicle.
