Mayor Pro -Tem in the Chair. Roll call: Getty, Lichty, Klinger, Seeber, Dowie and Wright. Absent: Penaluna. Invocation by: Getty. 86750 - Moved by Klinger, seconded by Lichty that the Agenda, as proposed for the Regular Session of November 26, 1984, at 7:00 p.m., be accepted and approved. Motion carried. 86751 - Moved by Seeber, seconded by Getty that the Minutes of the Regular Session held November 19, 1984 at 7:00 p.m., be approved. Motion carried. HEARING 86752 - Moved by Getty, seconded by Wright that proof of publication of notice of public hearing for sale and conveyance of property generally located at Park View Boulevard and Palmer Drive for validation purposes, as published in the Waterloo Courier on November 16, 1984, be received and placed on file. Motion carried. 86753 - HOLD HEARING --This being the time and place for public hearing the Mayor called for written and oral objections and there were none. Moved by Seeber, seconded by Klinger that "Resolution authorizing sale and conveyance of property generally located at Park View Boulevard and Palmer Drive for validation purposes", be adopted. Ayes: Six. Absent: Penaluna. Resolution adopted and upon approval by Mayor Pro -Tem assigned No. 1984-539. ORAL PRESENTATIONS 86754 - Mayor Pro -Tem Dowie welcomed Troop 182 from Devonshire School. Wayne Oler, 1206 Midland, stated that the Transportation Update Briefing for the Council at 5:30 p.m, on this date should be made known to the citizens. Mayor Pro -Tem Dowie stated that the meetings are posted and open to the public. Councilperson Klinger stated that Third Ward residents complimented City staff for the work recently completedon the FY1984 Street Reconstruction Program, Contract No. 257. November 26, 1984 PETITIONS FROM PUBLIC 86755 - Moved by Getty, seconded by Lichty Page Two that communication from City Engineer transmitting request of area residents for seal coat of McKeller Road, together with recommendation to include in next year's oiling program or seal coat program and assess adjacent property owners be received, placed on file, and recommendation approved. Motion carried. 86756 - Moved by Getty, seconded by Lichty that communication from City Planner transmitting request of Mr. Orval Eiler to vacate, sell and convey a portion of Northland Street lying between Lucas and Midland Streets, together with recommendation of denial be received, placed on file and "Resolution setting date of hearing as December 17, 1984, at 7:00 p.m. in the City Hall Council Chambers on above described request", be adopted and Cleric/Auditor instructed to publish notice of hearing accordingly. Ayes: Six. Absent: Penaluna. Resolution adopted and upon approval by Mayor Pro -Tem assigned No. 1984-540. REPORTS 86757 - Moved by Getty, seconded by Klinger that the Financial Report for Ridgeway Towers and Section 8 Existing Housing for October, 1984, be received and placed on file. Ayes: Six. Absent: Penaluna. Motion carried. 86758 - Moved by Getty, seconded by Klinger that the F.Y. 1984 Annual Report for the Planning, Programming and Zoning Commission be received and placed on file. Motion carried. 86759 - Councilperson Lichty stated that she questioned the Five Year Street Construction Program. City Engineer Eric Thorson explained that the report is required to be filed each year for the City's allotment of Road use Tax monies. Councilperson Getty stated that each year the Public Works Committee reviews and approves the report. Moved by Getty, seconded by Klinger that communication from City Engineer transmitting the proposed "Five -Year Street Construction Program" required by the Iowa Department of Transportation for allotment of Road Use Tax Funds, together with recommendation of approval he received, placed on file and "Resolution approving said document", be adopted and Clerk/Auditor instructed to forward to the Iowa Department of Transportation by December 1, 1984. Ayes: Five. Nays: Lichty. Absent: Penaluna.
