The Council of the City of Waterloo, Iowa, met in Special Session at
City Hall Council Chambers, Waterloo, Iowa at 4:00 p.m. on October
29, 1984. Mayor Bowers in the Chair. Roll call: Getty, Penaluna,
Klinger, Seeber, Dowie and Wright. Absent: Lichty.
86646 - Moved by Getty, seconded by Dowie
that the copies of the Call for the Special Meeting of October 29,
1984 at 4:00 p.m. be received and placed on file.
Motion carried.
86647 - Moved by Getty, seconded by Seeber
that the Agenda, as proposed or amended for the Special Session of
October 29, 1984, at 4:00 p.m., be accepted and approved.
Motion carried.
HEARING AND BIDS
86648 - Moved by Getty, seconded by Penaluna
that proof of publication of notice of public hearing and bid taking
on the F.Y. 1985 Conway Vicinity Skywalk, Contract No. 281 as
published in the Waterloo Courier on October 12, 1984 be received and
placed on file.
Motion carried.
86649 - HOLD HEARING --This being the time and place of public hearing the
Mayor called for written objections. There were none.
Bob Lehman, Cardinal Construction, asked that since his company was
the only company to bid, the bid not be opened and read.
W. David Tyler, City Attorney, stated that the proper procedure of a
hearing and bid letting was for any bids received to be open and read
in a public meeting.
Moved by Getty, seconded by Klinger
to receive and place on file the above comments.
Motion carried.
Moved by Dowie, seconded by Klinger
that "Resolution confirming approval of Plans, Specifications,
etc.,", be adopted. Ayes: Six. Absent: Lichty.
Resolution adopted and upon approval by Mayor assigned No. 1984-496.

that "Resolution ordering construction", be adopted. Ayes: Six.

that "Resolution approving the Loan Agreement and Promissory Note
with the State of Iowa, Office of Planning and Programming
in conjunction with the Skywalk between Holiday Inn Civic Center and
the Conway Plaza and the Westside Parking Ramp", be adopted and the
Mayor and Clerk/Auditor authorized to execute same. Ayes: Six.
Absent: Lichty.

that communication from City Planner transmitting request of Walnut
Ridge Baptist Church to construct addition to rear of church located
at the southwest corner of Ridgeway Avenue and Ansborough Avenue,
together with recommendation of approval be received, placed on file
and "Resolution approving said site plan", be adopted. Ayes: Six.
Absent: Lichty.
Resolution adopted and upon approval by Mayor assigned No. 1984-499.

that communication from City Planner transmitting request of John
Deere Experimental Farm to construct a pole building on their
property located at the northwest corner of intersection of DeWitt
Road and Ridgeway Avenue, together with recommendation of approval be
received, placed on file and "Resolution approving said site plan",
be adopted. Ayes: Six. Absent: Lichty.
Resolution adopted and upon approval by Mayor assigned No. 1984-500.
ORDINANCES TO BE ADOPTED
86655 - Moved by Getty, seconded by Klinger
that an "Ordinance amending Ordinance No. 2644, known as the Traffic
Code, by repealing Subsection (5) Lafayette Street and Subsection
(20) Sycamore Street of Section 542, One -Way Streets and Alleys; and
enacting in lieu thereof new Subsection (20) Sycamore Street of
Section 542, One -Way Streets and Alleys", be received, filed,
considered and passed for the first time. Ayes: Six. Absent:
Lichty.

that rules requiring ordinances to be considered and voted for
passage at two prior meetings, be suspended, and that below ordinance
be recorded as having been considered and passed for the second and
third times and now placed on its final adoption. Ayes: Six.
