Mayor Bowers in the Chair. Roll call: Seeber, Dowie, Wright, Getty, Lichty, Penaluna and Klinger. Invocation by: Wright. 85948 - Moved by Dowie, seconded by Klinger that the Agenda, as amended for the Regular Session of June 25, 1984, at 7:00 p.m., be accepted and approved. Motion carried. 85949 - Moved by Wright, seconded by Klinger that the Minutes of the Regular Session held 'June 18, 1984 at 7:00 p.m., be approved. Motion carried. HEARINGS 85950 - Moved by Klinger, seconded by Wright that proof of publication of notice of public hearing to reduce setback line at 251 Valley Road, as published in the Waterloo Courier on June 19, 1984 be received and placed on file. Motion carri ed . 85951 - Fred Ritchie, 251 Valley Road, spoke in support of the request and thanked the staff for their support. HOLD HEARING --This being the time and place for public hearing the Mayor called for written and oral objections. Moved by Dame, seconded by Klinger that the petition signed by area residents in support of said request be received and placed on file. Motion carried. 85952 - Moved by Dawie, seconded by Klinger that "an Ordinance reducing platted setback line at 251 Valley Road", be received, placed on file, considered, and passed for the first time. Motion carried. 85953 - Moved by Getty, seconded by Klinger that rules requiring ordinances to be considered and voted for Passage at two prior meetings, be suspended, and that below ordinance be recorded as having been considered and passed for the second and third times and now placed on its final adoption. June 25, 1984 ORAL PRESENTATIONS Page Two 85955 - Bob Bradshaw, 121 Harwood, asked why Harwood was dropped from the paving program (FY1985 Paving Program, Contract No. 266). Jim Lindsey, Community Development Administrator, reported that due to higher than anticipated costs the street was dropped from the program but added that it would be on next year's program. Ron Tyrell, Barricade Lights, Inc., 2746 Cedar Terrace Drive, requested that his bid for barricades be opened even though it was received by the Clerk/Auditor's office after the noon deadline on June 25, 1984. He reported that due to the mwving of his business from 1602 Commercial to 2746 Cedar Terrace Drive he had not received the bid proposal until June 22, 1984. Moved by Klinger, seconded by Seeber that above remarks be received, placed on file and bid not opened. Motion carried. PETITIONS FROM PUBLIC 85956 - Moved by Dame, seconded by Penaluna that communication from City Engineer transmitting the request of Tom Mullen for temporary asphalt driveway at 435 Progress, together with recommendation of approval be received, placed on file and "Resolution approving the request of Tom Mullen for a temporary asphalt driveway at 435 Progress irrespective of latter official grade", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1984-262. 85957 - Moved by Dowie, seconded by Penaluna that communication from City Engineer transmitting the request of Henry W. Pruisner for temporary asphalt driveway at 1275 Scott, together with recommendation of approval be received, placed on file and "Resolution approving the request of Henry W. Pruisner for a temporary asphalt driveway at 1275 Scott irrespective of latter official grade", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1984-263. UNFINISHED BUSINESS 85958 - Moved by Dawie, seconded by Seeber that communication from City Engineer transmitting the report on 1210 Columbia Street for driveway replacement, be received, placed on file, recommendation approved, and Mr. Bennie Warren instructed to receive copy of City Engineer's recommendation. Motion carried. 85959 - Councilperson Seeber reported that a meeting had been conducted with representatives of each of the bargaining units to explain the coverage that.would be afforded City employees with the recommended carrier of Blue Cross/Blue Shield for Health, Delta Dental, Standard of American Life and IPSC for Prescription Drug. The second opinion for surgery was dropped from the recommendation to the Council. Moved by Seeber, seconded by Penaluna that the report of the Insurance Committee be received, placed on file, and that Blue Cross/Blue Shield provide Health, Delta Dental, Standard of American Life and IPSC for Prescription Drug for city employees for a one year period beginning July 1, 1984 be received, placed on file, approved, and "Resolution approving said recommendation", be adopted and Mayor and Clerk/Auditor authorized to execute contracts with each carrier. G June 25, 1984 - Page Three UNFINISHED BUSINESS CONTINUED 85960 - Moved by Seeber, seconded by Wright that communication from Transportation Program Manager on request of Grace United Methodist Church, East Fifth and Walnut Streets, to change traffic flow on E. 5th Street, be received, placed on file, and recommendation approved. Motion carried. 85961 - Councilperson Penaluna reported that the Reorganization Committee recommended the following salary increases for four (4) managerial positions: Assistant City Attorney --July 1, 1984 salary of $26,865 (Range 17, Level 1 --this recommendation due to incumbent's education, experience and ability) City Planner --July 1, 1984 salary of $29,785. Position is currently vacant. Salary at the time of vacancy was $30,514. Building Official --July 1, 1984 salary of $26,300. Position is currently vacant. Salary at the time of vacancy was $29,619. Police Chief --July 1, 1984 salary of $43,320. This increase coincides with the 6.7% increase given the Fire Chief. Moved by Penaluna, seconded by Klinger that communication from Reorganization Committee transmitting recommendation on Administrative Salary changes be received, placed on file, and approved.
