The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on April
23, 1984. Mayor Bowers in the Chair. Roll call: Seeber, Dowie,
Wright, Getty, Lichty, Penaluna, and Klinger.
Invocation by: Getty.
85617 - Moved by Dowie, seconded by Wright
that the Agenda, as proposed for the Regular Session of April 23,
1984, at 7:00 p.m., be accepted and approved.
Motion carried.
85618 - Moved by Seeber, seconded by Klinger
that the Minutes of the Regular Session held April 16, 1984 at
7:00 p.m., be approved.
Motion carried.
HEARINGS AND BIDS
85619 - Moved by Penaluna, seconded by Klinger
that proof of publication of notice of public hearing for Special
Assessment Bond Sale for Street Improvements for F.Y. 1984 Paving
Program, Contract No. 250 in the amount of $115,000.00, as published
in the Waterloo Courier on April 6 and 13, 1984, be received and
placed on file.

85623 - The City Clerk/Auditor reported that the bid of Dain Bosworth Company
was in order and recommended approval.
Moved by Klinger, seconded by Wright
that "Resolution directing sale of bonds to Dain Bosworth", be
adopted and Clerk/Auditor instructed to notify the unsuccessful
bidders. Ayes: Seven.
Resolution adopted and upon approval by Mayor assigned No. 1984-149.
HEARINGS
85624 - Larry P. Burger, City Clerk/Auditor, reported that he recommended
that Mr. Southworth's Pawnbrokers License not be revoked as
originally recommended. Several of the original concerns had been
addressed, namely, that the parking requirements could be met and
that the Police Department has adequate means by which to monitor Mr.
Southworth's business in the ordinances of the City.
Moved by Dowie, seconded by Lichty
that the Pawnbroker's License of Mr. Steven M. Southworth of 1202
Sycamore be stayed. Ayes: Seven.

that proof of publication of notice of public hearing to rededicate
West 16th Street as published in the Waterloo Courier on April 16,
1984, be received and placed on file.
Motion carried.
HOLD HEARING --This being the time and place for public hearing the
Mayor called for written and oral objections and there were none.

that "Resolution approving rededication", be adopted. Ayes: Seven.

ORAL PRESENTATIONS
85627 - Jeanette Smelser, 115 Norton Avenue, reported that the city sewer had
backed up into her basement on Easter Day (April 22, 1984). She
asked why residents had not been notified of what City Department
should be called in such emergencies.
Bruce Bottorff, Superintendent of Water Pollution Control Plant,
reported that there had been a power failure due to the high winds
and rain. Improvements to the Orange Grove Lift Station are being
completed to address this problem.
Ms. Smelser stated that the culvert near the intersection of West
Third and Norton needs to be larger.
It was moved by Dowie, seconded by Wright
that the above remarks be received, placed on file, the culvert
situation referred to the City Engineer and area residents informed
of where to call in case of an emergency.

that request of First Federal Savings Bank to change direction of
one-way traffic in alley between E. 4th Street and E. 5th Street from
Mulberry Street to Franklin Street together with recommendation of
City Engineer be received, placed on file, approved and City Attorney
instructed to prepare an ordinance accordingly.

UNFINISHED BUSINESS
85629 - Councilperson Lichty stated that problems still exist on Commercial
due to the narrowness of the street.
Moved by Klinger, seconded by Lichty
that coummication from Sign and Traffic Department transmitting
recommendation on one-way traffic situation on Commercial Street
(see CR85582 of April 23, 1984), be received and placed on file.

that report of City Engineer transmitting following streets and
alleys which have been petitioned for inclusion in the F.Y. 1985
Oiling Program, Contract No. 267:

Hackett Road By -Pass Bikeway Preliminary Design and Feasibility
Report together with recommendation that the City accept
responsibility of operation and maintenance of proposed bikeway and

"Resolution approving Hackett Road By -Pass Bikeway Preliminary Design
and Feasibility Report", be adopted. Ayes: Seven.
