The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on March
19, 1984. Mayor Bowers in the Chair. Roll call: Seeber, Dowie,
Wright, Getty, Penaluna, Klinger. Absent: Lichty.
Invocation by Seeber.
85479 - Moved by Dowie, seconded by Seeber
that the Agenda, as proposed for the Regular Session of March 19,
1984 at 7:00 p.m., be accepted and approved.
Motion carried.
85480 - Moved by Seeber, seconded by Penaluna
that the Minutes of the Regular Session held March 12, 1984 at
7:00 p.m., be approved.
Motion carried.
ORAL PRESENTATIONS
Councilperson Wright questioned the long waits for vehicular traffic
on E. 4th Street at the Illinois Central tracks.
Councilperson Getty reported that since the underpass was constructed
on U. S. Highway 63 time limits on E. 4th Street were removed.
Further investigation into the matter will be taken.

that communication from Planning, Programming and Zoning Commission
transmitting request of Varsity Cleaners to vacate twenty (20) foot
utility easement described as lying over southeasterly 140 ft. of
vacated alley in Block 41, Original Plat West Waterloo, Black Hawk
County, Iowa, with retention of aerial easement over entire described
parcel, together with recommendation of approval, be received, placed
on file, and "Resolution setting date of hearing as April 2, 1984 at
7.00 p.m., in the City Hall Council Chambers on above described
request", be adopted and Clerk/Auditor instructed to publish notice
of hearing accordingly. Ayes: Six. Absent: Lichty.

that communication from Planning, Programming and Zoning Commission
transmitting request of James Youngblut to vacate, sell, and convey
portion of Alexandra Circle, located in Southtown Addition, together
with recommendation of approval be received, placed on file, and
"Resolution setting date of hearing as April 2, 1984 at 7:00 p.m., in
the City Hall Council Chambers on above described request", be
adopted and Clerk/Auditor instructed to publish notice of hearing
accordinqly. Ayes: Six. Absent: Lichty.

that Hold Harmless & Indemnification Agreement dated March 15, 1984
from Varsity Cleaners, Inc., 216 W. 11th Street, be received, placed
on file, and approved.

that communication from Planning, Programming and Zoning Commission
transmitting preliminary plat of Minard's Plat No. 1, together with
Deed of Dedication, Certificate of Survey, report of City Engineer,
recommendation of approval be received, placed on file, and
"Resolution approving said documents", be adopted. Ayes: Six.

transmitting recommendation to amend City Ordinance No. 2479, as
amended, City Zoning Ordinance, relating to off-street parking
requirements, together with recommendation of approval be received,
placed on file, and "Resolution setting date of hearing as April 9,
1984, at 7:00 p.m. in the City Hall Council Chambers on above
described amendment", be adopted and Clerk/Auditor instructed to
publish notice of hearing accordingly. Ayes: Six. Absent: Lichty.

use of City vehicle.

Preparation Workshop, April 29 - May 4, 1984, Evanston, Illinois,
cost not to exceed $716.00 plus use of city vehicle.
