The Council of the City of Waterloo, Iowa, met in Special Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on March 6,
1984. Mayor Bowers in the Chair. Roll call: Seeber, Wright, Getty,
Lichty, and Klinger. Absent: Dowie and Penaluna.
85435 - Mayor Bowers presented the following members of the Citizen's Budget
Review Committee with a plaque of the City's appreciation for their
work in preparation of the FY 1985 Operating Budget: Diane Holbrook,
Morris Cox, Harris Ceaser, and Francis Fleming. (Russ Garling was
unable to attend).
Moved by Seeber, seconded by Wright
that proof of publication of notice of public hearing on proposed
Fiscal Year 1985 Budget for the City of 'Waterloo as published in the
Waterloo Courier on February 28, 1984, be received and placed on
file.
Motion carried.
85436 - HOLD HEARING --This being the time and place of hearing, the Mayor
called for written objections and there were none.
Don Temeyer, Planning, Programming and Zoning Director, gave an
overview of the budget in terms of sources of revenue and general
areas of expenditures. Revenue sharing funds will be used to fund
Police and Fire Department salaries. This will streamline the
auditing of expenditures by the Federal government.
Mayor Bowers stated that for each program area, public input would be
solicited as follows. He asked that if increases were requested
by a department and/or agency, they should also suggest where the
money should come from.

Library Service - Bill Burger, Chairman of the Waterloo Library Board
stated that they have experienced a 20% increase in utility costs in
the Library. A request of $70-75,000 was made to the City for
materials; however, $65,000 was allocated. He requested an increase
for this line item.

R.S.V.P. - C. D. Boylan, a past member of the Citizen's Budget
Review Committee, requested reinstatement of their $5,000 request.
Local contributions are matched with federal dollars levying a total
of $42,000.00. He reported that volunteers donate 83,000 hours per
year and felt that this justified their $5,000 request.

that $5,000 be allocated to the RSVP Program (660) from the
Transportation Contingency Line Item (700). Ayes: Five Absent:
Dowie and Penaluna.

that "Resolution approving the FY 1985 Operating Budqet for the City
of Waterloo, Iowa", be adopted and City Clerk/Auditor instructed to
certify said amount to the County Auditor. Ayes: Four. Nayes:
Lichty. Absent: Dowie and Penaluna.
Resolution adopted and upon approval by Mayor assigned No. 1984-84.

that the Council adjourn.
