The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on February
6, 1984. Mayor Pro -Tem Frank Dowie in the chair. Roll call:
Wright, Dowie, Getty, Lichty, Penaluna, Klinger. Absent: Seeber.

that "Resolution consenting to an agreement to be entered into
between Black Hawk County, Iowa, and the Black Hawk County Solid
Waste Management Commission for the ownership and operation of an
sanitary disposal site, and agreeing to be bound by the terms of the
agreement and the 28E Intergovernmental Agreement until certain
general obligation bonds which may be issued by Black Hawk County
have been repaid out of fees from the sanitary disposal site", be
delayed one (1) week.
Prior to a vote on this motion, the mover and seconder withdrew the
motion.
Bob Braun, representing the Black Hawk County Solid Waste Commission,
explained that the Agreement would obligate the City of Waterloo to
use the landfill through charging a tipping fee rather than an
assessment to be used for the retirement of proposed issuance of
General Obligation Bonds.
