City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on December
19, 1983. Mayor Rooff in the Chair. Roll call: Wilharm, Penaluna,
Getty, Bowers, Burton, and Dowi.e. Absent. Roehr.

that the Agenda, as amended for the Regular Session of December 19,
