The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on December
12, 1983. Mayor Rooff in the Chair. Roll call: Getty, Penaluna,
Wilharm, Roehr, Dowie, Burton, Bowers.
Invocation by Wilharm.
85072 - Moved by Roehr, seconded by Dowie
that the Agenda, as amended for the Regular Session of December 12,
1983 at 7:00 p.m., be accepted and approved.
Motion carried.
85073 - Moved by Burton, seconded by Bowers
that the Minutes of the Regular Session held December 5, 1983 at
7:00 p.m., be approved.
Motion carried.
HEARINGS
85074 - Moved by Roehr, seconded by Burton
that proof of publication of notice of public hearing for Elliott
"R-3, R -P" Planned Residence District located northeasterly of US
Highway 218 and South of E. Shaulis Road, as published in the
Waterloo Courier on November 25, 1983, be received and placed on
file.

Mayor called for written and oral objections and there were none.

that "Resolution approving said site plan amendment", be adopted.

Resolution adopted and upon approval by Mayor assigned No. 1983-609.

that proof of publication of notice of public hearing on rededication
of "Relocated" Memorial Court and naming of said property as "Cedar
Street" as published in the Waterloo Courier on November 25, 1983 be
received and placed on file.

Mayor called for written and oral objections and there were none.

that "Resolution approving said rededication", be adopted. Ayes:

that "An Ordinance naming a portion of "relocated" Memorial Court
generally bounded by West Fifth Street, the West Side Parking Ramp,
West Fourth Street, and the Cedar River as "Cedar Street" be
received, placed on file, passed, and considered for the first
time. Ayes: Seven.

that rules requiring ordinances to be considered and voted for
passage at two prior meetings, be suspended, and that below ordinance
be recorded as having been considered and passed for the second and
third times and now placed on its final adoption. Ayes: Seven,

Mayor - Leo P. Rooff introduced and welcomed Carl Anderson who had
also tried out for a part in the Walt Disney movie "Country",
currently being filmed northeast of Waterloo

that communication from Sign and Traffic Department transmitting
reccmumendation on installation of "No Parking Here to Corner" sign
near the intersection of West Donald and Heath Streets referred to
under CR85063 of December 5, 1983, be received, placed on file,
approved, and referred to the City Attorney's Office for submission
of an Ordinance accordingly.

85086 - Councilman Bowers outlined the written report and stated that several
committee members did not feel the need for reopening Fire Station
No. 2.
Moved by Bowers, seconded by Dowie
that communication from Fire Review Committee transmitting
recommendations on fire protection for the City of Waterloo be
received and placed on file.
Motion carried.
85087 - Mayor Rooff thanked the Committee for their assistance. Holly
Borland reported that the Committee's recommendation was based on
"pooling" of expert advise and information.
Moved by Bowers, seconded by Dowie
that Fire Station No. 2 located at the intersection of Byron and
Randolph be appraised, offer said property for sale to the public
for residential use, with sale of funds to be placed in a trust until
such time as the interstate system is completed and a determination
has been made for future fire station needs.
Ayes: Five. Nayes: Wilharm and Roehr

that communication from Planning, Programming, and Zoning Commission
transmitting request of Mary Mangum to rezone frau "R-2" One and Two

legal notice together with recommendation of approval be received,
placed on file, and "Resolution setting date of hearing as January 3,

be received, placed on file, approved and Mayor and Clerk/Auditor
authorized to execute same.

authorized to execute same.
