HomeMy WebLinkAbout12/05/83December 5, 1983 The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council Chambers, Waterloo, Iowa. at 7:00 p.m. on December 5, 1983. Mayor Rooff in the Chair. Roll call: Wilharm, Roehr, Penaluna, Getty, Burton, Dowie. Absent: Bowers Invocation by Getty. 85058 - Moved by Roehr, seconded by Burton that the Agenda, as amended for the Regular Session of December 5, 1983, at 7:00 p.m., be accepted and approved. Motion carried. 85059 - Moved by Burton, seconded by Dowie that the Minutes of the Regular Session held November 28, 1983 at 7:00 p.m., be approved. Motion carried. HEARINGS 85060 - Moved by Getty, seconded by Burton that proof of publication of notice of public hearing on the 1984 Budget of the Waterloo Water Works as published in the Waterloo Courier on November 23, 1983, be received and placed on file. Motion carried. 85061 - HOLD HEARING --This being the time and place for public hearing the Mayor called for written and oral objections and there were none. Moved by Burton, seconded by Roehr that "Resolution approving the Waterloo Water Works Budget for calendar year 1984", be adopted. Ayes: Six. Absent: Bowers. Resolution adopted and upon approval by Mayor assigned No. 1983-608. ORAL PRESENTATIONS 85062 - Mayor Rooff introduced and welcomed Cub Scouts Troop 29 from Castle Hill School. Mrs. James Clemmensen, 222 Randall Avenue, reported on a sight -distance problem created on a proposed nine (9) foot fence to be constructed by Wilcox Food Fair, 229 Sunnyside. She pointed out that it could be particularly dangerous for backing out of her driveway. The Mayor reported that the Police Department had reviewed the situation and reported that the City could not prohibit trucks from making deliveries to businesses. The Building Official will review the situation. Moved by Wilharm, seconded by Dowie that the above remarks be received and placed on file. Motion carried. • En �� December 5, 1983 PETITIONS FRAM PUBLIC 85063 - Moved by Wilharm, seconded by Roehr Page Two that request of Larry and Jeannie Siems for no parking near the intersection of W. Donald and Heath Street be received, placed on file and referred to Street and Sign and Traffic Departments. Motion carried. 85064 - Moved by Roehr, seconded by Getty that communication from Transportation Program Manager transmitting a Summary of Public Imput received in conjunction with 6th Street Corridor Meetings be received and placed on file. Motion carried. ORDINANCES TO BE ADOPTED 85065 - Moved by Burton, seconded by Wilharm that an 'Ordinance amending the Code of Ordinances of the City of Waterloo, Iowa, by repealing Article III, Sewers (Sections 34-27 through 34-59) of Chapter 34, Utilities, and enacting in lieu thereof a new Article III, Sewers", be received, filed, considered and passed for the first time. Ayes: Six. Absent: Bowers. Motion carried. NEW BUSINESS 85066 - Moved by Dr wie, seconded by Burton that Clerk/Auditor be instructed to publish a notice to the citizens of the City of Waterloo advising them the "Industrial Pretreatment Program", is now on file in the Office of the Clerk/Auditor for a period of thirty (30) days. Motion carried. 85067 - Moved by Penaluna, seconded by Roehr that communication from Mayor Leo P. Rooff recommending the reappointment of Harold Getty and Fred Stewart to the Waterloo Cablevision, with term expiration of December 1, 1986 and reappointment of Marion Axtell to the Board of Adjustment with term expiration of December 8, 1988 be received, placed on file and approved. Motion carried. 85068 - Moved by Wilharm, seconded by Dome that the following requests for permission to attend functions with expenses not to exceed amounts shown, be received, placed on file and approved: Attend Functions Administrator .of Inspection to attend the 28th Annual Institute for Building Officials, St. Paul, Minn., January 18-20, 1984, cost not to exceed $481.00 Community Development and Flood Control Administrator to attend meeting relative to the continued funding of the Local Flood Control Project, Washington, D.C., January 17-18, 1984, cost not to exceed $611.00. Kirby Company of Black Hawk County, 2201 Falls Avenue Motion carried. 85070 - Moved by Burton, seconded by Dowie that the report of City Attorney and list of bonds filed with Clerk through December 5, 1983, be received, placed on file and report and bonds approved.
