October 3, 1983
The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on October 3,
1983. Mayor Rooff in the Chair. Roll Call: Wilharm, Roehr,
Penaluna, Getty, Bowers, Burton, Dowie.
Invocation by Bowers.
84757 - Moved by Dowie, seconded by Burton
that the Agenda, as amended for the Regular Session of October 3,
1983, at 7:00 p.m., be accepted and approved.
Motion carried.
84758 - Moved by Wilharm, seconded by Roehr
that the Minutes of the Regular Session held September 26, 1983 at
7:00 p.m., be approved.
Motion carried.
HEARINGS AND BIDS
84759 - Moved by Roehr, seconded by Dowie
that proof of publication of notice of public hearing on plans,
specifications, etc., and taking of bids for the F.Y. 1984 Lafayette
Street Sanitary Sewer Extension, Contract No. 259, as published in
the Waterloo Courier on September 23, 1983 be received and placed on
file.

84760 - HOLD HEARING --This being the time and place for public hearing the
Mayor called for written and oral objections and there were none.
Moved by Wilharm, seconded by Burton
that "Resolution confirming the approval of plans, specifications,
etc", be adopted. Ayes: Seven.
Resolution adopted and upon approval by Mayor assigned No. 1983-489.
84761 - Moved by Burton, seconded by Bowers
that "Resolution ordering construction", be adopted. Ayes: Seven.
Resolution adopted and upon approval by Mayor assigned No. 1983-490.

to receive, file, and instruct Deputy Clerk/Auditor to open and read
bids for the F.Y. 1984 Lafayette Street Sanitary Sewer Extension,
Contract No. 259 and refer to City Engineer for review and
recommendation (see CR84767 for award of contract):

84767 - The City Engineer recommended that the bid of Lehman Trucking and
Excavating Inc., in the amount of $38,860.90 for the F. Y. 1984

that the above remarks be received, placed on file, approved and
"Resolution approving award of said contract as recommended above",
be adopted. Ayes: Seven.

HEARINGS
84768 - Moved by Dowie, seconded by Bowers
that the public hearing on the repeal of portions of Waterloo
Advertising and Sign Ordinance (Ord. No. 2447) be delayed until such
time as the Ad-hoc Committee reviewing the ordinance makes a
recommendation to the Council.
Prior to a vote on this matter, Assistant City Attorney Donna
Leseyshen reported that the proof of publication of notice of
hearing and hearing must proceed. Should the Council wish to adjourn
the hearing, they may do so after the action stated above is taken.

that the motion as stated above be withdrawn. Ayes: Seven.

to adjourn hearing on the repeal of portions of Waterloo Advertising

ORAL PRESENTATIONS
84771 - Wendel Campbell of the Waterloo School Transportation Department
reported that October 3-10, 1983 has been designated National School
Bus Safety Week and asked the Council's help in its promotion. He
also distributed lapel buttons.

Councilman Bowers inquired about the status of the school signal at
the intersection of Idaho and Independence Avenues (see CR84685 of
September 19, 1983).
4ayor Rooff reported that an order has been placed for a full traffic
signal, with delivery in 30-45 days. The State of Iowa has required
a complete signal, rather than only school signal.

Waterloo Fireman Benefit Dance at West High School be received and

that communication from Fire Chief transmitting list of persons to
the position of civilian dispatcher (see CR84749 of September 26,

84774 - Councilman Roehr concurred in the Mayor's recommendation to set the
Mayor's annual salary at $33,500, but suggested that the Councilmen's
salary be reduced to $3,350 from the Mayor's recommended figure of
$3,510.00 per year, for the reason that the cost of living has slowed
down.
Councilman Getty stated his opposition to lowering the Councilmen's
annual salary.
Moved by Roehr, seconded by Wilharm
to instruct the City Attorney to submit an ordinance establishing the
Mayor's annual salary at $33,500.00 and the Councilmen's annual
salary at $3,350.00. Ayes: Wilharm and Roehr. Nayes: Five.

to instruct the City Attorney to submit an ordinance establishing the
Mayor's annual salary at $33,500.00 and the Councilmen's annual

that the F.Y. 1983 Annual Report of the Waterloo Public Library be

DOCUMENTS
84777 - Don Temeyer, Planning, Programming and Zoning Director, reported that
possible tenants have been solicited to occupy the renovated
facility.

that communication from Planning, Programming and Zoning Director
transmitting the application for the Iowa Community Cultural Grants
Program for $75,000.00 to defray the expense of renovating the former
East Side Carnegie Library with the remaining $151,000 being funded
through the issuance of the General Obligation Bonds be received,
placed on file and "Resolution authorizing submittal of said grant",
be adopted. Ayes: :;even.

engineering for vatiious road projects, together with recommendation
of approval be received, placed on file, and "Resolution approving
said documents", be adopted and Mayor and Deputy Clerk/Auditor
authorized to execute same. Ayes: Seven.
