The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on September
26, 1983. Mayor Rooff in the Chair. Roll Call: Wilharm, Roehr,
Penaluna, Getty, Bowers, Burton, Dowie.
Invocation by Wilharm
84726 - Moved by Roehr, seconded by Dowie
that the Agenda, as amended for the Regular Session of September 26,
1983 at 7:00 p.m., be accepted and approved.
Motion carried.
84727 - Moved by Wilharm, seconded by Roehr
that the Minutes of the Regular Session held September 19, 1983 at
7:00 p.m., be approved.
Motion carried.
HEARINGS
84728 - Moved by Burton, seconded by Bowers
that proof of publication of notice of public hearing on site plan
for Bonanza Family Steakhouse located on Crossroads Blvd., between
Sears and Bopp Streets as published in the Waterloo Courier on
September 16, 1983 be received and placed on file.
Motion carried.
84729 - HOLD HEARING --This being the time and place of hearing the Mayor
called for oral and written objections and there were none.
Moved by Wilharm, seconded by Burton
that "Resolution approving site plan for Bonanza Family Steakhouse
located on Crossroads Blvd., between Sears & Bopp Street", be
adopted. Ayes: Seven.
Resolution adopted and upon approval by Mayor assigned No. 1983-476.
ORAL PRESENTATIONS
84730 - A representative of the Local 838, United Auto Workers, AFL-CIO
requested that striking members of Weissman Industries, 700 Falls
Avenue be allowed to temporarily use City right-of-way for a toilet
and electrical hook-up.
City Attorney Tyler suggested that the indemnity agreement approved
by the council on July 6, 1983 be amended to include these requests.
Moved by Roehr, seconded by Wilharm
that the above remarks be received, placed on file, request approved
and City Attorney instructed to amend said accordingly.

that communication from Planning, Programming and Zoning transmitting
application of Lester Beaman for tax exemption for improvements at
325 Bates located within the Neighborhood Housing Services Urban
Revitalization Area, together with recommendation of approval be
received, placed on file, and "Resolution approving said
application", be adopted and the Clerk/Auditor instructed to notify
the City Assessor accordingly. Ayes: Six. Nayes: Wilharm.

that communication from Planning, Programming and Zoning transmitting
request of Black Hawk Development Corporation to formally dedicate
ten (10) feet to the City between Lots 13 & 14, Woodland Knolls
Addition, together with recommendation of approval be received,
placed on file, and "Resolution setting date of hearing as October
17, 1983 at 7:00 p.m. in the City Hall Council Chambers on above
described request", be adopted and Clerk/Auditor instructed to
publish notice of hearing accordingly. Ayes: Seven.

that communication from City Engineer transmitting request of
Daryl P. Bulle to construct temporary concrete driveway at 4825
William Drive, together with recommendation of approval and $3.00 for

said request", be adopted. Ayes: Seven.

transmitting petition for paving for 1000 Block of Knoll Street

that "Resolution ordering preparation of final plat and schedule of
assessments in conjunction with the F.Y. 1983 Paving Program,
Sections I, II, and III, Contract No. 23411, be adopted. Ayes: Seven.

that "Resolution adopting and levying final schedule of assessments
and providing for the payment thereof for the F.Y. 1983 Paving
Program, Section I, Section II, and Section III, Contract No. 234",
be adopted. Ayes: Seven.

that "Resolution accepting and approving certain offers to sell real
property to the City and accepting and approving certain deeds from
the Illinois Central Gulf Railroad and Facilities Management Group in
conjunction with Blowers Creek Flood Control Project", be adopted.

that rules requiring ordinances to be considered and voted for
passage at two prior meetings, be suspended, and that below ordinance
be recorded as having been considered and passed for the second and
third times and now placed on its final adoption. (see CR84741 below)

that "an Ordinance vacating a portion of Louise Street lying between
Mildred Avenue and Irma Street", be adopted. Ayes: Seven.
Ordinance adopted and upon approval by Mayor assigned No. 3304.

that "Resolution authorizing sale and conveyance of that portion of
Louise Street lying between Mildred Avenue and Irma Street to
Chamberlain Mfg. Corp.", be adopted and City Attorney instructed to
deliver quit claim deed accordingly.
