The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on April 4,
1983. Mayor Pro -Tem Roehr in the Chair. Roll Call: Getty, Penaluna,
Roehr, Wilharm, Dowie, Burton and Bowers.

that the Agenda, as amended for the Regular Session of April 4, 1983,
at 7:00 p.m., be accepted and approved.
Motion carried.
83830 - Moved by Wilharm, seconded by Burton
that the Minutes of the Regular Session held March 28, 1983 at 7:00
p.m., be approved.
Motion carried.

that proof of publication of notice of public hearing on special
permit request of Jerry Weekly for operation of Auto Salvage Yard
generally located east of Birmingham Street and north of Temple
Avenue as published in the Waterloo Courier on March 18, 1983, be
received and placed on file.

83832 - HOLD HEARING --This being the time and place of hearing, the Mayor
Pro -Tem called for oral and written objections.
Earl Freeman, 2240 Byron Avenue and Mrs. Viola Jones, 2265 Byron
Avenue spoke in opposition of this request.

that petition and oral comments in opposition to the auto salvage
yard generally located at the intersection of Birmingham & Temple be
received and placed on file.

northeast corner of Birmingham & Temple be denied. Ayes: Seven.

permit request of Robert J. Quail for operation of Auto Salvage Yard
generally located at northeast corner of Glendale Street and Dewar

83835 -HOLD HEARING --This being the time and place of hearing the Mayor
Pro -Tem called for written and oral objections. There were none.

that a "Resolution approving the special permit request of Robert J.
Quail for operation of an Auto Salvage Yard --east of Glendale
Street and north of DeWar Street", be adopted. Ayes: Seven.
Resolution adopted and upon approval by Mayor Pro -Tem assigned No.
1983-98.

none.

that Notification from the Iowa Department of Transportation on the
resurfacing of Highway 412 from US Highway 63 to Hammond Avenue, be
received and placed on file.

that communication from Chief of Police transmitting 28E Agreement in
conjunction with Criminal Justice Information System (Computer),
together with recommendation of approval be received, placed an file,
and "Resolution approving same", be adopted and Mayor Pro -Tem
authorized to execute same. Ayes: Seven.

that communication from City Engineer transmitting Change Order No. 2
for FY 1982 Orange Grove Trunk Sewer, Intercity Interceptor Stage I,
Contract No. 247 for decrease in contract of $1,000.00 from Lametti &
Sons, Inc., together with recommendation of approval be received,
placed on file and approved and Mayor Pro -Tem and Clerk/Auditor
instructed to execute same.

that communication from Street Superintendent recommending a 5 -Ton
Embargo on Kimball Avenue from Hwy 412 to Orange Road be received,
placed on file and "Resolution authorizing said embargo", be adopted
with the exception of School bus deliveries. Ayes: Seven.

that "Resolution by the City Council of the City of Waterloo, Iowa as
the Waterloo Housing Authority, approving contract dated March 7,

for design work on the CIAP Project No. IA -50-901 Ridgeway Towers,
IA -50-3", be adopted. Ayes: Seven.

that an 'Ordinance amending the Code of Ordinances by adding Chapter
on Commercial Towing Firms", be received, placed on file, passed and
considered for the first time. Ayes: Seven.

that rules requiring ordinances to be considered and voted for
passage at two prior meetings, be suspended, and that below ordinance
be recorded as having been considered and passed for the second and

that an 'Ordinance amending the Code of Ordinances by adding Chapter

that rules requiring ordinances to be considered and voted for
passage at two prior meetings, be suspended, and that below ordinance

the retirement of Lee Smith, together with recommendation of payment

that Plans, Specifications for the FY 1983 Park Avenue Bridge Repairs
