HomeMy WebLinkAbout03/03/83Amended The Council of the City of Waterloo, Iowa, met in Special Session at the City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on March 3, 1983. Mayor Rooff in the Chair. Roll call: Getty, Penaluna, Roehr, Wilharm, Dowie, Burton. Absent: Bowers. 83720 - Moved by Roehr, seconded by Dowie that proof of publication of notice of public hearing on proposed Fiscal Year 1984 Budget for the City of Waterloo as published in the Waterloo Courier on February 25, 1983 be received and placed on file. Motion carried. 83721 - The Mayor thanked the Mayor's Citizens Budget Review Committee for their assistance in developing the FY 1984 Operating Budget. Panel members included: Tom Taber, Cecil Pierce, Judy Schultz, Miriam Tyson, Patricia Lee, and Ann Kendall. HOLD HEARING --This being the time and place of hearing, the Mayor called for written objections and there were none. Mayor Rooff summarized proposed allocations in each of the program areas. The Mayor asked for comments in the Community Protection Area. In view of the time frame of the Local 66 Fire Fighters Union contract talks, (Fact Finders stage), Mayor Rooff stated that the Council could not respond to any issues relating to manpower issues, including the closing of Fire Station #2. Ken McDowell, 1222 Hawthorne, supported the reopening of Fire Station #2. A copy of his remarks are on file in the office of the Clerk/Auditor. Moved by Burton, seconded by Roehr that the above remarks be received and placed on file. Motion carried. 83722 - Councilman Roehr requested that an additional $130,000 be added to the Electrical Department budget for phasing street lights from mercury vapor to high pressure sodium. This will result in an approximate reduction in utility costs of 50%. Moved by Roehr, seconded by Wilharm to increase the Electrical Department budget by $130,000 for the above mentioned project. L N... .,Necial Meeting, March 3, 1983 Page Two 83723 - Bill Burger, Chairman of the Library Board, requested that the Council reprogram money to retain the current staff in the Information Department (one position was recommended to be cut). He reported that since the opening of the new library facility, staff has not increased; however, library useage has increased 30%. After questioning by the Mayor, he reported that surrounding communities adequately contribute to the library's operation. The Mayor asked for comments in the Leisure Time area. John Bedard, 1924 Mulberry, requested assistance in renovation of the Lafayette Park Area. Mayor Rooff reported that the Corps of Engineers proposed to make drainage improvements in the Blowers Creek area and allow the filling of the park to grade. Leonard Katoski, Director of Parks, stated that they welcomed the help of the neighborhood. Mayor Rooff reported that prior to July 1, 1983, he will recommend to the Council the following changes in regard to McElroy Auditorium: 1) the Conway/McElroy Board be split, with the Conway Board to deal with the Civic Center and operation of the adjacent hotel. 2) the Recreation Commission to assume the responsibility of the McElroy Auditorium operation. 3) tax askings be lowered by $70,000, and replaced with increased revenue. Bev Troste, 425 Western Avenue, asked that the request of Operation Threshold in the amount of $14,184.00 be reinstated for the salary of an outreach worker at the west side branch at St. Ansgar's Lutheran Church. Moved by Roehr, seconded by Wilharm that $14,184.00 be reinstated for the use described above. Motion carried. 83724 - The Mayor asked for comments in the Transportation area and there were none. The Mayor asked for comments in the Policy and Administration area. Councilman Penaluna proposed an expenditure of $50,000 for the implementation of a computer -controlled heating system for City Hall. Moved by Penaluna, seconded by Burton, that $50,000 be added to the Clerk/Auditor budget for the above mentioned proposal. Motion carried. 83725 - Hearing no further comments, the Mayor announced that due to the aforementioned increases, the hearing would be adjourned until Monday, March 14, 1983, at 7:00 p.m. in the City Hall Council Chambers. Moved by Dowie, seconded by Burton to adjourn the meeting until 7:00 p.m. in the City Hall Council Chambers on March 14, 1983 for the purposes of hearing additional comments. Motion carried. Larry P.
