Mayor Rooff in the Chair. Roll Call: Getty, Penaluna, Roehr, Wilharm, Dowie, Burton, Bowers. Invocation by Getty. 83697 - Moved by Roehr, seconded by Dowie that the Agenda, as amended for the Regular Session of February 28, 1983 at 7:00 p.m., be accepted and approved. Motion carried. 83698 - Moved by Burton, seconded by Bowers that the Minutes of the Regular Session held February 21, 1983 at 7:00 p.m. be approved. Motion carried. HEARINGS 83699 - Moved by Roehr, seconded by Wilharm that proof of publication of notice of public hearing on Amendments to Ordinance No. 2479, as amended, Zoning Ordinance --Waste Disposal Sites, as published in the Waterloo Courier on February 14, 1983, be received and placed on file. Motion carried. 83700 - HOLD HEARING --This being the time and place of hearing the Mayor called for written and oral objections. There were none. Moved by Bowers, seconded by Wilharm that "An Ordinance amending Ordinance No. 2479, known as the Zoning Ordinance, by enacting a new subsection H-7 to Section 2A-48, exceptions and modifications of Part XXII, exceptions and modifications pertaining to special permits for Waste Disposal Sites", be received, placed on file, passed and considered for the first time. Ayes: Seven. Motion carried. The Mayor called for oral presentations and there were none. PETITIONS FROM PUBLIC 83701 - Moved by Wilharm, seconded by Roehr that request of Youngblut Construction Company Inc., for City of Waterloo's ownership and operation of the lift station serving Southview Estate Mobile Home Park and Cedar Hills Subdivision together with City Engineer's recommendation be received, placed on file, and denied until such time as the lift station is brought up to City standards. Motion carried. 83702 - Moved by Bowers, seconded by Burton that communication from Plan and Program Director transmitting request of Barbara Montgomery, 319 Bates Street for partial tax abatement on actual value added to real estate at said location as authorized by State Code of Iowa, Chapter 404 (Urban Revitalization) together with recommendation of approval be received, placed on file and "Resolution approving said tax exemption", be adopted and Clerk/Auditor instructed to notify City Assessor of said exemption. Ayes: Six. Nayes: Wilharm. Resolution adopted and upon approval by Mayor assigned No. 1983-59. February 28, 1983 Page Two PETITIONS FROM PUBLIC CONTINUED 83703 - Moved by Burton, seconded by Bowers that request from Pony Express Riders of Iowa to conduct two Four -Way Stops to raise funds for Camp Sunnyside, be received, placed on file and approved. 11 Motion carried. 83704 - Moved by Penaluna, seconded by Wilharm that request of downtown property owners for reestablishment of the downtown Self Supported Municipal Improvement District, (SSMID), be received, placed on file and referred to Plan & Program Commission for review and recommendation. Ayes: Seven. Motion carried. UNFINISHED BUSINESS 83705 - Moved by Roehr, seconded by Wilharm that communication from the Iowa Department of Social Services in regard to a recent inspection of the Waterloo City Jail be received, placed on file, and that authorization be given to the taking of bids to bring the jail up to minimum standards. Motion carried. DOCUMENTS 83706 - Moved by Burton, seconded by Bowers that communication from City Engineer transmitting Change Order No. 3 for the FY 1983 Conway Vicinity Parking Ramp, Contract No. 241 for a net reduction of $8,434.00 together with recommendation of approval be received, placed on file, approved and Clerk/Auditor and Mayor authorized to execute same. Motion carried. 83707 - Moved by Roehr, seconded by Wilharm that communication from City Engineer transmitting Urban -State Traffic Engineering Program Agreement (U -STEP) Iowa Department of Transportation Agreement No. 83-U-020; Project No. UST -218-7(51)--4A-07 for Traffic Signal Control Improvements on University Avenue together with recommendation of approval be received, placed on file and "Resolution approving said agreement", be adopted and Mayor and Clerk/Auditor authorized to execute same. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1983-60. BILLS PAYMENTS 83708 - Moved by Dowie, seconded by Bowers that "Bills, Resolution Schedule A", be adopted. Resolution adopted and upon approval by Mayor assigned No. 1983-61. —N February 28, 1983 BILLS PAYMENTS CONTINUED 83709 - Moved by Roehr, seconded by Burton Page Three that communication from City Engineer transmitting Pay Estimate No. 4 for FY 1983 Conway Vicinity Parking Ramp, Contract, No. 241, from Cardinal Construction Company in the amount of $138,604.00 together with recommendation of approval be received, placed on file and "Resolution approving and accepting said Pay Estimate", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1983-62. NEW BUSINESS 83710 - Moved by Penaluna, seconded by Bowers that communication from Mayor Leo P. Rooff recommending the reappointment of Willie Mae Wright to the Community Development Board with term expiration of March 1, 1988, be received, placed on file and approved. Motion carried. Attend Functions 83711 - Moved by Wilharm, seconded by Roehr that the following requests for permission to attend functions with expenses not to exceed amounts shown, be received, placed on file and approved: Clerk/Auditor Administrative Secretary to attend Seminar on "People Skills" Dealing with Clients/Co-workers and the Boss, Quality Inn, Waterloo, March 22, 1983 cost not to exceed $60.00. Deputy Auditor to attend the 77th Annual Municipal Finance Officers Association Conference, Toronto, Ontario, June 12-15, 1983 cost not to exceed $899.00. Motion carried.
