The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on December
13, 1982. Mayor Rooff in Chair. On Roll Call: Wilharm, Roehr,
Penaluna, Getty, Bowers, Burton, Dowie.
Invocation by Wilharm
83428 - Moved by Roehr, seconded by Dowie
that the agenda, as proposed, for the Regular Session of the December
13, 1982, at 7:00 p.m., be accepted and approved.
Motion carried.
83429 - Moved, by Burton, seconded by Bowers
that the Minutes of the Regular Session held December 6,'1982 at 7:00
p.m. be approved.
Motion carried.
PUBLIC HEARINGS
83430 - Moved by Dowie, seconded by Burton
that proof of publication of notice of public hearing on vacating the
Storm Sewer Easement in Tract H in Cedar Crest Addition as published
in the Waterloo Courier on November 29, 1982 be received and placed
on file.
Motion carried.
83431 - HOLD HEARING --This being the time and place for public hearing the
Mayor called for oral and written objections and there were none.
Moved by Roehr, seconded by Burton
that "An ordinance vacating the Storm Sewer Easement in Tract H in
Cedar Crest Addition be received, placed on file, passed and
considered for the first time. Ayes: Seven.
Motion carried.

Streets.& between Jefferson and Commercial Streets for Varsity

ORAL PRESENTATIONS
83437 - F.J. Lynch, 1181 Cornwall Ave., asked that the Council give
consideration to the following concerns before a decision is made to
close No. 2 Fire Station -(Byron Avenue):
1. that a decision be made by February 1, 1983
2. that all discussions be public
3. that at least one meeting be held in the affected
neighborhood
Mayor Rooff stated that the Safety Committee of the Council will be
meeting soon, with a decision expected before January 11, 1983. The
Mayor reported that Mr. Mike Baker, 1300 Byron, would be. notified of
impending meetings.
Charles Janss, 226 Sunset, suggested that City employees not be given
pay raises in light of the declining economy. As a tax payer, he
opposed continually increasing property taxes.
Mayor Rooff sited that the City would do its part to hold the line on
property tax increases.

the award of construction contract for the FY 1983 Orange Grove Trunk
Sewer, Intercity Interceptor, Stage I, Contract No. 247.to Lametti
and Sons, Inc, Hugo, Minnesota, in the $960,000.00 be received,
placed on file and "Resolution awarding of contract to Lametti and
Sons, Inc., Hugo, Minnesota", be adopted. Ayes: Seven.

that City Auditor's Statement for November, 1982 be received and

DOCUMENTS
83441 - Dale Mercer, Community Development Administrator, reported that this
amendment would allow the transfer of $50,000 from the
"Administration" line item to the "Smoked Meat/Sliced Bacon
Equipment, Freezer, Smokehouses, Relocated Beef Fabrication,, Boxed
Beef Equipment and Loading Docks".
Moved by Roehr, seconded by Wilharm
that communication from Community Development Administrator
transmitting amendment to grant agreement for the Rath Urban
Development Action Grant, Grant No. B -79 -AA -19-0004 together with
recommendation of approval, be received, placed on file and
"Resolution authorizing the amendment as stated above to the Rath
UDAG Agreement", be adopted and the Mayor authorized to execute same.

that communication from Plan & Program Commission transmitting the
Preliminary Plat of Heartland Hills Second Addition together with

placed on file and "Resolution approving the Preliminary Plat of
Heartland Hills Second Addition", be adopted. Ayes: Seven.

that "An ordinance amending Ordinance No. 2644, known as the Traffic
Code, by repealing Section 557A. 10 Minute Parking, in its entirety
and by enacting in lieu thereof a new Section 557A, 10 Minute
Parking", be received, filed, considered and passed for the first
time. Ayes: Six. Nayes: Burton.
