October 18, 1982
The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m. on October
18, 1982. Mayor Rooff in the Chair. On Roll Call: Roehr, Penaluna,
Getty, Burton, Wilharm, and Burton. Absent: Bowers.
Invocation by Wilharm
83239 - Moved by Roehr, seconded by Burton
that the Agenda, as amended, for the Regular Session of October 18,
1982, at 7:00 P.M., be accepted and approved.
Motion carried.
83240 - Moved by Burton, seconded by Getty
that the minutes of the Regular Session held October 11, 1982 at 7:00
p.m., be approved.
Motion carried.
Mayor Rooff thanked the Council for keeping the city running during
his recent illness.
PETITIONS FROM PUBLIC
83241 - Moved by Roehr, seconded by Wilharm
that communication from City Engineer transmitting request of Joseph
E. Butler, 167 Letsch Road for construction of temporary concrete
driveway, without regard to latter official grade together with $3
recording waiver and recommendation of approval be received, placed
on file, "Resolution authorizing the construction of a temporary
concrete driveway to Joseph E. Butler, 167 Letsch Road, irrespective
of latter official grade", be adopted. Ayes: Six. Absent: Bowers.

that communication from Community Development Board transmitting
request of Verner & Donna Nelson for placement of the Green Goddesses
formerly located on the Black Hawk County Court House, on the roof
edge of the River Plaza Building, together with recommendation of
approval subject to there being no cost to the city and that upon
written notification to the developer by the City, that the Goddesses
would be returned to the City at no cost be received, placed on file
and approved.

that communication from Plan and Program Commission transmitting
special permit request of Pat's Auto Salvage for expansion of an area
approximately 94 x 178 ft. for property located at the southwest
corner of the intersection of Mitchell Avenue and Lowell Avenue with
recommendation to be transmitted following the commission's meeting
on October 20, 1982 be received, placed on file and "Resolution
setting date of hearing as November 1, 1982 at 7:00 p.m. in the City
Hall Council Chambers", be adopted and Clerk/Auditor instructed to
publish notice accordingly. Ayes: Six. Absent: Bowers.

83244 - Chuck Heene again presented his request for the City's financial
participation in the extension of sanitary sewer along W. 16th Street
from Black Hawk Street to River St. (set CR 83205 of October 11,
1982.) He quoted the proposed prices of various alternatives
including a septic tank, private line, and grinder pump system; none
of which meet with the City Lngineer's approval.
Dennis Gentz, City Engineer's Office, reported the reasons for the
City's recommendation for extension of sanitary sewer from Black Hawk
Street at Mr. Heene's expense.
Bill Hoffman, Health & Sanitation Director, stated th.. homes and
establishments in the area would only be required to 1, )ok up to
sanitary sewer if a health problem existed.
Moved by Wilharm, seconded by Roehr to deny the requ. t of Chuck
Heene on the above described item. This motion was ; ter withdrawn.
After discussion, moved by Getty, seconded by Penaluna that grinder
pumps be installed by Mr. Heene, at his cost to serve 73 W. 16th
Street, with a waiver that the requestor be responsible for the cost
of any repair to the system.
Prior to a vote on the above motion, it was moved by Thr, seconded
by Wilharm that the following amendment be offered tc;.:ie above
described motion: that the Council review the above described waiver
prior to commencement of the project. Motion carried.
A vote was taken on the original motion, with the above amendment.

lieu thereof a new Subsection B-14, of Section 2A-45 Off -Street
parking area required under part XIX parking and loading areas,
public garages, parking lots and filling stations; and enacting new
Subsection B-17 of Section 2A-45 Off -Street Parking area required
under Part XIX Parking and Loading areas, public garages, parking

Iry Uze, owner of Esco Auto Supply, 116 E. 11th Street, stated his
discontent with the closing of 11th Street Bridge due to repair
and/or flood wall construction. As a result, his business has
suffered sales loss and employee lay-off. He also questioned the
City Central Garage's policy on purchasing of parts and supplies.
He felt that his business has not received its share of the City's
business.
Larry Cunningham, Superintendent of the Central Garage, stated that
he buys from various Waterloo suppliers, if they stock the
merchandise. In three (3) years, only one (1) salesman has called on
him from Esco Auto Supply.
Mayor Rooff stated that the purchase of the city's parts and supplies
would again be reviewed.
