The Council of the City of Waterloo, Iowa, met in Regular Session at
City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m., on July 26,
1982. Mayor Rooff in the Chair. On Roll Call: Present: Getty,
Penaluna, Roehr, Wilharm, Bowers, Burton. Absent: Dowie. Invocation
by Councilman Wilharm.
82825 - Moved by Roehr, seconded by Wilharm
the Agenda, as proposed, for the Regular Session of July 26, 1982 at
7:00 p.m., be accepted and approved.

82826 - Moved by Burton, seconded by Bowers
that the minutes of the Regular Session held July 19, 1982, at
7:00 p.m, be approved.

PUBLIC HEARINGS
82827 - Moved by Roehr, seconded by Burton
that proof of publication of notice of public hearing on Amendments
to Ordinance No. 2479, as amended, by Zoning Ordinance --Changes in the
"U-1" Unclassified Districts as,published in the Waterloo Courier
July 15, 1982, be received and placed on file.

82828 - HOLD HEARING --This being the time and place of said hearing, the
Mayor called for written and oral objections and there were none.

that "An Ordinance No. 2479, as amended, Zoning Ordinance --Changes
in the "U-1" Unclassified Districts, be received, placed on file
considered & passed for the first time. Ayes: Six. Absent: Dowie.

ORAL PRESENTATIONS
82829 - John Richards, 518 Candlewick, stated that he was stopped from
building a breezeway between his house and garage by the Building
Department. He is here at the Council meeting asking that the Council
allow him to build said breezeway.
Mayor Rooff explained that -his next action would be to the Board
of Adjustment.
Moved by Wilharm, seconded by Roehr
to receive and file the above comments and refer Mr. Richards to the
Board of Adjustment for further action.

request from John R. Rooff, III and John Rooff, Jr., to purchase
Disposal Parcel No. I-24, 317 E. First Street, in the Westfield -
Virden Urban Renewal Area, Project Iowa R-7 be received and placed
on file and "Resolution setting a date of hearing as of August 9, 1982
at 7:00 p.m. in the City Hall Council Chambers on sale of the above
described property" be adopted and City Clerk/Auditor instructed to

82846 - The Mayor stated that he would like to suggest that the new
Recreation Complex that will be voted on in the near future be
named the Hoing & Rice Memorial Recreational Complex. Mayor Rooff
continued that he would further suggest that a memorial placque be
placed outside City Hall in memory of the other persons that have
lost their lives in the line of duty for the City of Waterloo.

that rules requiring ordinances to be considered and voted for passage
at two prior meetings, be suspended, and that an ordinance amending
Ordinance No. 2479, as amended, by adding Sub -section No. 199-2A-5,
Rezoning Certain Property be recorded as having been considered and
passed for the second and third times and now placed on its final
adoption. Ayes: Six Absent: Dowie
