Mayor Rooff in the Chair. On Roll Call: Present: Wilharm, Roehr, Getty, Burton, Bowers, Dowie. Absent: Penaluna. Invocation by Councilman Getty. 82722 - Moved by Roehr, seconded by Dowie the Agenda, as proposed, for the Regular Session of July 6, 1982, at 7:00 P.M., be accepted and approved. Motion carried. 82723 - Moved by Wilharm, seconded by Burton that the minutes of the Regular Session held June 28, 1982 at 7:00 P.M. be approved. Motion carried. PUBLIC HEARINGS 82724 - Moved by Dowie, seconded by Wilharm that proof of publication of notice of public hearing on vacation, sale and conveyance of portion of Lowell Avenue as published in the Waterloo Courier on June 21, 1982, be received and placed on file. Motion carried. 82725 - HOLD HEARING --This being the time and place of said hearing, the Mayor called for written and oral objections and there were none. Moved by Wilharm, seconded by Roehr that "An Ordinance vacating a portion of Lowell Avenue between Mitchell and Easton Avenue", be received, placed on file, passed and considered for the first time. Ayes: Six. Absent: Penaluna. Motion carried. 82726 - Moved by Roehr, seconded by Bowers that proof of publication of notice of public hearing on issuance of not to exceed $210,000 Urban Revitalization Area Revenue Bonds for Superior Welding Project which was published in the Waterloo Courier on June 15, 1982, be received and placed on file. Motion carried. 82727 - HOLD HEARING --This being the time and place of said hearing, the Mayor called for written and oral objections and there were none. Moved by Getty, seconded by Wilharm that "Resolution determining to proceed with the issuance of not to exceed $210,000 Urban Revitalization Area Revenue Bonds, Series 1982 (Superior Welding Project) of the City of Waterloo", be adopted. Ayes: Six. Absent: Penaluna. Resolution adopted and upon approval by Mayor, assigned No. 1982-292. Motion carried. 82734 - Moved by Dowie, seconded by Wilharm that communication from Clerk/Auditor recommending implementation of a Central Purchasing System and Contract Compliance Procedure, be received, placed on file and approved. ORDINANCES TO BE ADOPTED 182735 - Moved by Wilharm, seconded by Roehr that "An Ordinance amending Chapter 36, Vehicles for Hire, of the Code of Ordinances of the City of Waterloo, Iowa, by repealing Subsections 36-1 through 36-10, 36-25 and 36-29; and enacting in lieu thereof new Subsections 36-1 through 36-10 and 36-29," be received, placed on file, passed and considered for the first time. NEW BUSINESS 82738 - Moved by Bowers, seconded by Getty that communication from the Zoning Commission transmitting proposed changes in Ordinance No. 2479, as amended, Zoning Ordinance relating to allowing junk and auto salvage yards in "U-1" Unclassified Districts, be received, placed on file and "Resolution setting date of hearing as July 26, 1982 at 7 P.M. in the City Hall Council Chambers on rezoning of above described proposal", be adopted and Clerk/Auditor instructed to publish notice of hearing accordingly. July 6, 1982 MISCELLANEOUS CONTINUED: Page Six 82749 - Mayor Rooff reported that the races held July 5, 1982 at Tunas Speedway were in violation of their variance to the noise ordinance previously approved by the City Council.
