City Hall Council Chambers, Waterloo, Iowa at 7:00 p.m., on September

ORAL PRESENTATIONS
83046 - Dennis Damon, speaking on behalf of the Police Protective
Association, and families of slain Officers Wayne Rice &
Michael Hoing, thanked the Council for the Memorial in the slain
officers memory; however, requested that the Council reconsider its
decision of placement of a monument along the Cedar River utilitzing
the statues formerly located on the Old Black Hawk County Courthouse
(see CR 82999 of August 23, 1982). He suggested naming the proposed
Sports Complex after the two (2) slain officers.
Discussion followed regarding this decision.
Larry Thompson supported the above mentioned recommendation.

83047 - Bea Allen, 615 Cottage Street, suggested that the Black Community not
be blamed for the murder of Wayne Rice and Michael Hoing.

that the Building & Grounds Committee meet with members of the Police
Association to discuss the situation described in CR 83046 above.
After discussion, motion was withdrawn.

83049 - Don Temeyer, Plan & Program Director, reported that with the proposed
change of use from retail to a restaurant for a portion of the
complex, an additional eleven (11) parking spaces would be required.
This requirement could be met by leasing additional space adjacent to
the complex.

that communication from Plan & Program Commission transmitting
request of Heritage Square Shopping Center for site plan review to
convert portion of building from retail to a restaurant use and
generally located southeast of Kimball Avenue and East Ridgeway
Avenue, together with Plan & Program Commision's recommendation of
denial be received, placed on file, and request denied. Ayes:
Wilharm, Roehr, Getty, Bowers, Burton. Nayes: Penaluna. Councilman
Dowie declined to vote per Section 362.2 of the State Code of Iowa.
