Councilman Dowie explained that because the City does not require pre -qualifications of its bidders, the bidder's ability to perform the specific work is unknown. Moved by Dowie, seconded by Penaluna that communication from City Engineer transmitting recommendation on acceptance of Seals Construction for the F.Y. 1982 Sidewalk Repair Program, Section I and 11, Contract No. 233, in the amount of $15,068.80, be delayed for one (1) week for review of,the above concerns. Ayes: Dowie, Burton, Penaluna. Nays: Bower, Getty, Roehr and Wilharm.
