Invocation by Councilman Getty. 82221 - Moved by Roehr, seconded by Bowers that the Agenda, as proposed, for the Regular Session of April 26, 1982, at 7:00 P.M., be accepted and approved. Motion carried. 82222 - Moved by Burton, seconded by Bowers that the minutes of the Regular Session held April 19, 1982 at 7:00 P.M. be approved. Motion carried. Motion carried. 82249 - Moved by Roehr, seconded by Bowers that "ordinance amending Ordinance No. 2479, as amended, known as the Zoning Ordinance by repealing Part VIII "R-2 One and Two Family Residence District" Subsection 2A-16 Lot Area, Lot Frontage and Yard Requirements; and repealing: Part IX "R-3 Multiple Residence District" Subsection 2A-19 Lot Area, Lot Frontage and Yard Requirements; and repealing: Part X "R-4 Multiple Residence District, Subsection 2A-22, Lot Area, Lot Frontage and Yard Requirements; and enacting in lieu thereof a new Part VIII "R-2 One and Two Family Residence District: Subsection 2A-16 Bulk Regulations; and enacting a new: Part XI "R-3 Multiple Residence District" Subsection 2A-19 Bulk Regulations; and enacting a new: Part X "R-4" Multiple Residence District" Subsection 2A-22 Bulk Regulations", be received, placed on file and passed for the first time. Moved by Getty, seconded by Bowers that "resolution directing sale of $51,000.00 Street Improvement Bonds for the F.Y. 1981 Paving Program, Contract No. 213 to Shaw, McDermott & Co. of Des Moines at a rate of 12% per year", be adopted. ORAL PRESENTATIONS 82251 - A representative of Operation Threshold thanked the Mayor, Council and Budget Review Committee for their support of the West Side Operation Threshold Outreach Office. Motion carried. ti April 26, 1982 Page Five ORAL PRESENTATIONS - CONTINUED 82252 - Agnes Robertson, 1030 Roosevelt Street (on behalf of the VFW) asked the Mayor to proclaim Saturday, May 1, 1982 as Loyalty Day. She explained that it as a day set aside to show honor and respect for the U.S. flag. Moved by Burton, seconded by Bowers to proclaim Saturday, May 1, 1982 as Loyalty Day. Motion carried. She also invited the Mayor and Council and veterans to the VFW Hall on Saturday afternoon, May 1, 1982 for a short presentation and refreshments. PETITIONS FROM PUBLIC 82253 - Jeff Shirley, 1100 Linbud Lane, requested paving of Linbud Lane with residents paying 100% assessment. Mayor Rooff commended the residents for working cooperatively with the City. Moved by Roehr, seconded by Getty that request of area residents for paving of Linbud Lane be received, placed on file and placed in the Block Grant Paving Program. Motion carried. 82254 - Moved by Roehr, seconded by Getty that communication from Plan and Program Department transmitting request of Mr. and Mrs. Dennis Reuter to vacate the westerly five (5) feet of an eight (8) foot utility easement located along the easterly edge of Lot 4 in Akin Addition, together with recommendation of approval be received, placed on file and "resolution setting date of hearing as May 10, 1982 at 7:00 P.M. in the City Hall Council Chambers on proposal to vacate said property", be adopted and Clerk instructed to publish notice accordingly.
