The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa at 7:00 P.M., on March 8, 1982. Mayor Rooff in the Chair. On Roll
Call: Present: Getty, Penaluna, Roehr, Bowers, Burton, Dowie. Absent: Wilharm. Invocation
by Councilman Getty.
82017 - Moved by Roehr, seconded by Dowie
that the Agenda, as amended, for the Regular Session of March 8, 1982, at 7:00 P.M., be
accepted and approved. Motion carried.
82018 - Moved by Dowie, seconded by Burton
that the minutes of the Regular Session held March 1, 1982 at 7:00 P.M. be
approved. Motion carried.
82019 - Moved by Dowie, seconded by Burton
that the minutes of the Special Session held March 1, 1982 at 7:00 P.M. be
approved. Motion carried.
ORAL PRESENTATIONS
82020 - Councilman Getty asked that the Sign and Traffic Department review the truck traffic on
Longfellow Avenue, north of U.S. Highway 20 and consider a truck embargo on this
section.
Moved by Getty, seconded by Dowie
to refer the above matter to the Sign and Traffic Department for review and
recommendation. Motion carried.

DOCUMENT

that communication from Plan and Program Commission transmitting agreement for Transfer
of Public Road Right -of -Way known as Lot 16, Block 34 of Hagerman Place together with
adjacent alley being excess right-of-way in conjunction with U.S. Highway 218
construction together with recommendation of approval be received, placed on file and
"resolution authorizing the signing of an agreement with the Iowa Department of
Transportation and the City of Waterloo for conveyance of excess right-of-way to the
City of Waterloo in conjunction with the construction of U.S. Highway 218", be adopted.

ORDINANCES TO BE ADOPTED
82024 - Councilman Dowie asked that consideration of this ordinance be delayed for one (1)
week.
Councilman Getty asked why the terms "UL" and "ANSI" were defined in the beginning
portion of the ordinance, but were never referred to in the ordinance text. He also
questioned portions of Section XI - False Alarm, particularly the charging of
businesses for false alarms that may be the fault of the telephone company. He stated
that this should not be charged against the business.
Police Chief Grimm stated that approximately 3300 false alarms are recorded yearly.
Also, approximately 300 systems are hooked into the Police Department.
Councilman Dowie had two (2) concerns:
1) Why should this business be regulated and not other businesses in the
City, and
2) What is the City's liability for disconnecting a business with the
alarm system

to delay for one (1) week action on an ordinance regulating burglar and holdup alarm,
business, systems, and users. Motion carried.
82025 - Moved by Roehr, seconded by Burton
that the rules requiring ordinances to be considered and voted for passage at two prior
meetings, be suspended, the above ordinance recorded as having been considered and
passed for the second and third times, and now placed on its final adoption. Ayes:

82026 - Moved by Burton, seconded by Dowie
that an ordinance amending Chapter 36, Vehicles for Hire, of the Code of Ordinances of
the City of Waterloo, by repealing Subsection (a) of Section 36-25, Trip Rates, in its
entirety; and by enacting in lieu thereof a new Subsection (a) of Section 36-25, Trip
Rates", be adopted. Ayes: Six. Absent: Wilharm.
