The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa at 7:00 P.M., on March 1, 1982. Mayor Rooff in the Chair. On Roll
Call: Present: Getty, Penaluna, Roehr, Wilharm, Bowers, Burton, Dowie. Invocation by
Councilman Wilharm.
81996 - Moved by Roehr, seconded by Bowers
that the Agenda, as amended, for the Regular Session of March 1, 1982, at 7:00 P.M., be
accepted and approved. Motion carried.
81997 - Moved by Dowie, seconded by Burton
that the minutes of the Regular Session held February 22, 1982 at 7:00 P.M. be
approved. Motion carried.
ORAL PRESENTATIONS
81998 - Wayne Keele requested authorization to install bus benches on bus routes within the
City. ,
Councilman Dowie stated that additional information would be necessary (including
financial status, insurability, etc.) and should be presented to the City Clerk.
Moved by Bowers, seconded by Wilharm
to receive and file Mr. Keele's request and refer this matter to the Public Safety
Committee. Motion carried.
81999 - Councilman Getty presented the recommendation of the Public Works Committee to close
the City land fill in Riverview except for City use.
It was moved by Getty, seconded by Roehr
to approve the above recommendation. Motion carried.
PETITIONS FROM PUBLIC
82000 - Moved by Getty, seconded by Dowie
that request of Pony Express Riders of Iowa, Inc. to conduct four-way stops on
Saturday, March 6, 1982 at the intersection of Conger & Burton from 10:00 A.M. to 2:30
P.M. and at the intersection of Ansborough & Ridgeway on Sunday, March 28, 1982 from
1:00 P.M. to 5:00 P.M. to benefit Camp Sunnyside, Des Moines be received, placed on
file and approved. Motion carried.
82001 - Mayor Rooff explained the route as beginning on W. 5th Street at Commercial Street,
crossing the 5th Street Bridge to Water Street, down E. 6th Street to Sycamore, to E.
5th Street, then to point of beginning. Only one (1) car will be allowed to run at one
time.

that request of Northeast Iowa Region of the Sports Car Club of America for variance to
Noise Ordinance, Ordinance No. 3094 during Waterloo Days, be received, placed on file
and "resolution authorizing variance to Noise Ordinance No. 3094 to Northeast Iowa
Region of the Sports Car Club of America for date of June 13, 1982 during Waterloo
Days", be adopted. Ayes: Seven.
Resolution adopted and upon approval by Mayor assigned No. 1982-80.

that request of Ben S. Howrey, 118 Kingbard to oil alley between Clough and Arden in
the 100 Block of Kingbard be received and placed on file. Motion carried.

that 1981 Annual Audit Report of the Motor Vehicle Parking Facilities Funds be
received and placed on file. Motion carried.
RESOLUTION TO BE ADOPTED
82004 - Moved by Dowie, seconded by Getty
that "resolution approving contract and bond of Cedar Valley Corporation, Waterloo,
Iowa for the F.Y. 1982 Paving Program, Contract No. 223", be adopted. Ayes: Seven.
Resolution adopted and upon approval by Mayor assigned No. 1982-81.
ORDINANCE TO BE ADOPTED
82005 - Moved by Wilharm, seconded by Burton
that "an ordinance amending Chapter 36, Vehicles for Hire, of the Code of Ordinances of
the City of Waterloo, by repealing Subsection (a) of Section 36-25, Trip Rates, in its
entirety; and by enacting in lieu thereof a new Subsection (a) of Section 36-25, Trip
Rates", be received, placed on file and passed for the first time. Ayes: Seven.
Motion carried.
