The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa at 7:00 P.M., on February 1, 1982. Mayor Leo P. Rooff in the Chair.
On Roll Call: Present: Getty, Penaluna, Roehr, Wilharm, Bowers, Burton, Dowie. Invocation by
Councilman Bowers.
81874 - Moved by Roehr, seconded by Bowers
that the Agenda, as amended, for the Regular Session of February 1, 1982, at 7:00 P.M.,
be accepted and approved. Motion carried.
81875 - Moved by Burton, seconded by Dowie
that the minutes of the Regular Session held January 25, 1982 at 7:00 P.M. be
approved. Motion carried.
Mayor Rooff welcomed Scout Pack 72 to the meeting and invited them to attend any or all
future Council Meetings.
ADJOURNED HEARING
81876 - The Mayor announced that this was the time and place of the adjourned hearing for a
rate increase for Waterloo Cablevision (see C.R.#81749 of 1/11/82). The Clerk reported
no additional written objections on file. The Mayor then called for oral objections.
Maxine Scott spoke against the increase. She opposed it due to much of the money in
wages, etc., during initial construction going to out-of-town workers. She felt that
those on a fixed income or laid off could not absorb an increase.
Charles Walter, 725 Stephan, opposed the increase and stated if the Council approved
the increase, they were not speaking as a voice of the people.
Allen McDonald, President of Cablevision, Inc., stated that they would soon be adding
three (3) additional channels. Since the initial rates were set, the national
inflation rate has been nearly 50%; they were requesting an increase of only 13%.
The Mayor stated that the rate increase should also be spread among those persons who
have showtime and home box office.

81877 - The Mayor then vetoed the action taken under C.R.#81876 for the reasons that the action
was inequitable. Not all customers, i.e. those with home box office and showtime, are
subject to the proposed increase.
81878 - Moved by Getty, seconded by Wilharm
to override the veto of the Mayor taken under C.R.#81877 and "Resolution authorizing
the following rate increases for Waterloo Cablevision, Inc.:

81880 - HOLD HEARING - This being the time and place to hold hearing the Mayor called for
written and oral objections and there were none.

that proof of publication of notice to contractors of invitation for bids of

ORAL PRESENTATIONS
81883 - Police Chief Junior Grimm, on behalf of the American Legion, asked that they be allowed
to fly flags in the downtown area during Waterloo Week (June 6 - 13, 1982).
Moved by Bowers, seconded to Burton
to approve this request. Motion carried.
Councilman Burton asked that citations be issued to the owner Wendell McHenry of 614
Washington due to the nonconformity to the City's Housing Code.
Curt Parsons, Building Official, stated that a remodeling permit was taken out for 614
Washington with a value of $65,000, on Friday, January 29, 1982.
