Mayor Pro Tem Roehr in the Chair. On roll call, Present: Bowers, Burton, Dowie, Getty, Hutchison, Roehr, Wilharm. Absent: None. Invocation by Reverend Michael Annis, Trinity Episcopal Parish. 75087 - Moved by Dowie, seconded by Burton that the Agenda, as amended, for the Regular Session of October 2, 1978 at 7:00 P.M., be accepted and approved. Motion carried. 75088 - Moved by Wilharm, seconded by Hutchison that the Minutes of Regular Session held September 25, 1978 at 7:00 P.M. be approved. Motion carried. 75089 - Louis Greco and Charles Walters representing residents of Carriage Hill, Stephan Avenue and Adams Street, presented oral petition concerning rain overflowing storm sewer, backing up into residents basements, storm sewer not able to keep up with water flow and also affecting sanitary sewer. Moved by Wilharm, seconded by Dowie that petition of Louis Greco and Charles Walters be received, placed on file and referred to City Engineer. Motion carried. 75090 - Moved by Wilharm, seconded by Dowie that request of Trinity Episcopal Parish for Council on its own motion to rezone from "A-1" Agricultural District to "R-1" One and Two Family Residence District approximately five (5) acres of land located East of Kimball Avenue and approximately one-third of a mile South of Highway 412, and City Zoning Commission's recommendation, be received, placed on file and date of hearing set as October 23, 1978 at 7:00 P.M. in City Hall and Clerk instructed to publish notice. Motion carried. 75103 - Moved by Wilharm, seconded by Burton that communication from Community Development Board requesting authorization to prepare application for submission to HUD requesting Urban Development Action Grant (UDAG) to assist Rath Packing Company, be received, placed on file, approved and "Resolution approving the preparation of an application to the Department of Housing and Urban Development for Federal Assistance under Title I of the Housing and Community Development Act of 1974 as amended and date set for said hearing on the application", be adopted.
