HomeMy WebLinkAbout03/06/78March 6, 1978 The Council of City of Waterloo, Iowa, met in Regular Session in Council Chambers in City Hall at 7:00 P.M., on March 6, 1978. Mayor Rooff in the Chair. On roll call, Present: Bowers, Burton,.Dowie, Getty, Hutchison, Roehr, Wilharm. Absent: None. Invocation by Councilman Burton. 73730 - Moved by Roehr, seconded by Wilharm that the Agenda, as proposed, for the Regular Session of March 6, 1977 at 7:00 P.M., be accepted and approved. Motion carried. 73731 - Moved by Dowie, seconded by Bowers that the Minutes of the Regular Session held February 27, 1978 at 7:00 P.M. and of the Special Ses- sion held March 2, 1978 at 7:00 P.M., be adopted. Motion carried. 73732 - Councilman Hutchison stated the Citizens Budget Advisory Committee recommended the City have a full time City Attorney and Mayor Rooff suggested this be discussed after the budget was adopted. 73733 - Notice of intention to adopt a proposed 1978-1979 Budget for the City of Waterloo, Iowa was published on 2/24/78 in the Waterloo Courier, this Council met on 3/2/78 at 7:00 P.M. at Recreation Center, and the hearing was adjourned to March 6, 1978 at 7:00 P.M. in City Hall. Mayor Rooff announced the time had arrived to hear objections to, or support in favor of, any part of the proposed Budget. The Clerk reported no written objections had been filed and no oral objections were made at the 3/2/78 meeting. At this time, no oral or written objections were made. After giving opportunity for all desiring to be heard, it was Moved by Wilharm, seconded by Roehr that "A resolution adopting the Annual Budget for the Fiscal Year ending June 30, 1979, for the City of Waterloo, Iowa", be adopted as set forth in the Budget Sum- mary Certificate and in the detailed budget in support thereof, and the City Clerk be and she is hereby instructed to file the adopted Budget with the County Auditor as provided by law, said Budget being in words and figures as shown on the following page...(see page 2) Ayes: Seven. Resolution adopted and upon approval by Mayor, as- signed No. 25612. 73734 - Moved by Dowie, seconded by Bowers that proof of publication of notice of public hearing for the purpose of considering an applica- tion to the Housing and Urban Development Department for 224 units of housing under the Section 8 Existing Housing Assistance Program, as published in the Waterloo Courier on 2/17 & 24/78, be received and placed on file. Motion carried. 73735 - This being the time for hearing, the Mayor called for written and oral objections, and there were none. Dwayne Eilers asked why Chamber of Commerce was selling the houses that were relocated in Vaughn Street area and Gene Meeker of the Chamber of Commerce said the intent was to preserve housing which was to be demolished, they believed in saving property and in home ownership, houses were offered at appraised value, only one has been sold and money placed in reserve fund for use for further rehabilitation of homes. Moved by Roehr, seconded by Hutchison that "Resolution confirming the approving and authorizing the Waterloo Chamber of Commerce to submit an application to the Federal Housing Administration for 224 units of H.U.D. Existing Housing for Waterloo, Iowa", be adopted. Ayes: Bowers, Burton, Dowie, Getty, Hutchison, Roehr. Nay: Wilharm. Resolution adopted and upon approval by Mayor, assigned No. 25613. 73736 - Marlene Rand, 1451 Garden Avenue, stated the Garden Avenue property owners wanted this street reinstated in the third year paving pro- gram as originally planned and in the same manner of assessment as all streets presently being considered, and presented a petition with six signatures. Motion carried. 73739 - Moved by Dowie, seconded by Wilharm that City Treasurer's Financial Report for February, 1978, showing Balance on Hand 2/1/78 $14,260,- 749.26, Receipts $2,602,524.75, Disbursements $2,374,274.40, Balance on Hand 2/28/78 $14,488,999.61, be received, placed on file and approved. Motion carried. 73757 - Mayor Rooff stated the Council was having second thoughts on in- creasing the speed limit on East Ridgeway Avenue from Hammond Ave- nue to San Marnan Drive as there were no sidewalks for the children and this Street was not included in the ordinance. Moved by Roehr, seconded by Hutchison that "An Ordinance amending Ordinance No. 2644, known as the Traffic Ordinance by repealing Subsections (18), (20) and (21), of Section 541, Increasing Speed Limits in Certain Areas; and enacting in lieu thereof new Subsect- ion (18), (20) and (21), of Section 541, Increasing Speed Limits in Certain Areas; and adding Subsections (18a) and (21a) to Sect- ion 541, Increasing Speed Limits in Certain Areas", be received, placed on file, considered and passed for the first time.
