The Council of City of Waterloo, Iowa, met in Special Session in the Water-
loo Recreation Center, Waterloo, Iowa, at 7:00 P.M. on March 2, 1978, pur-
suant to the following call:
TO CITY COUNCILMEN OF THE CITY OF WATERLOO, IOWA:
You are hereby notified that a Special Meeting of the City Council of the
City of Waterloo, Iowa, will be held at the Waterloo Recreation Center,
225 Cedar Street, in the City of Waterloo, Iowa, at 7:00 P.M. on Thursday,
March 2, 1978, and that said Special Meeting is being called for the pur-
pose of a hearing and consideration of the Fiscal 1979 Budget.
You are further notified that no other business except the above will be
transmitted at said Meeting.

Due, timely and legal service of the above notice is hereby accepted this
27th day of February, 1978 by me, a duly elected, qualified and acting

73723 - Moved by Roehr, seconded by Bowers that Copies of the Call for the
Special Meeting of March 2, 1978 at 7:00 P.M., at the Waterloo Rec-
reation Center, be received and placed on file. Motion carried.
73724 - Moved by Getty, seconded by Hutchison that proof of publication of
the Notice of Hearing on the Budget Estimate for the 12 month
period of July 1, 1978 through June 30, 1979 for the City of Water-
loo, Iowa, be received and placed on file. Motion carried.
73725 - Mayor Rooff announced the Council on Aging would receive $10,000
additional funds, bring the total to $30,000; also, the municipal
band, which inadvertently had not been funded, would receive $9,000;
these would be added to the budget and would not necessitate ad-
ditional taxes.
He introduced the Citizens Budget Advisory Committee Members Karen
Garvin, Harris Ceasar, Cecil Pierce and Robert Manning and thanked
them for helping to develop the budget.
A discussion followed, pointing out every revenue had been looked
at with the objective of possible increase and that it was going
where needed; because of total valuation increase, the tax increase
was held down to 1% on each individual home; an attempt was made
to give as much as possible of the askings of each department;
there was hope for increased road use tax monies but the City would
have additional road repair.
73726 - Mayor Rooff announced the time had arrived to hear objections, if
any, and called for written and oral objections. The Clerk 1`eported
no written objections had been filed and no oral objections were
made. Bernard Padget for Council on Aging expressed appreciation

for reconsideration of their request and felt $35,000 was not too
much to ask and submitted a written presentation as to services,
etc.
Moved by Roehr, seconded by Getty that the above oral and written
presentation, be received and placed on file. Motion carried.
73727 - Jean Thomas of Friends of Library, thanked the Mayor and Council
for the 17% increase in Library budget. In view of no objections
on the entire budget, Mayor Rooff gave credit to the Citizens
Budget Advisory Committee.
Bob Manning, Committee member, stated the citizens who worked on
the Committee had learned a great deal but there was not enough
time to get into it as much as they would have liked. He mentioned
in reviewing the Library budget, staffers with master degrees were
reading books and the City was over -paying for duties performed;
also, the Library Director was very capable, was making $10 per
week less than the Mayor, and he wondered in view of the Director's
qualifications if there was a need for such highly qualified sec-
ondary people.
On the Recreation Center budget, he noted the Community Playhouse
Theatre group paid $2,600 a year for use of facilities for practice
and performance, which figured out at $20 per night and was not
adequate to cover costs.
It was his opinion the City should hire a graduate student during
the summer to look into the budgets for cuts and was informed in-
terviews were taking place.
Mayor Rooff stated the Committee would be appointed earlier next
year, the City had great department heads and none had received as
much money as needed.
Lynn Cutler, Black Hawk County Supervisor and member of Council on
Aging, expressed concern that the Citizens Budget Advisory Committee
felt the Council on Aging programs should be entirely supported by
the State and County. Plan and Program Director Franke stated the
City's concern was that the money was going to administrative peo-
ple and not into the programs; that the Venereal Disease program
costs might be reduced by use of another facility and other cuts,
and the City was looking into the funding.
73728 - Moved by Roehr, seconded by Dowie that the hearing be adjourned
to March 6, 1978 at 7:00 o'clock P.M. in the Council Chambers in
City Hall, in the City of Waterloo, Iowa, at which time and place
a resolution shall be presented to the Council for action thereon
adopting the Annual Budget for the Fiscal Year ending June 30, 1979.
Motion carried.
73729 - Moved by Roehr, seconded by Dowie that the Council adjourn. Motion
carried.
