The City Council of the City of Waterloo, Iowa, met at 11:50 o'clock A.M.
on January 2, 1978 in the Council Chambers in the City Hall.
Mayor Leo P. Rooff in the Chair and called the meeting to order.
Present: Councilmen Harold E. Getty, Robert R. Wilharm, Jack L. Roehr,
Frank D. Dowie III, Sally Hutchison, Delman Bowers and
James E. Burton.
Absent: None.
Judicial Magistrate Sally B. McLendon administered the Oath of Office to
Mayor Leo P. Rooff.

73392 - Moved by Roehr, seconded by Dowie that the properly executed Oath
of Office documents of Mayor Leo P. Rooff, Councilmen Harold E.
Getty, Robert R. Wilharm, Jack L. Roehr, Frank D. Dowie III, Sally
Hutchison, Delman Bowers and James E. Burton, be received and placed
on file this January 2, 1978 at 12:00 Noon. Motion carried.
73393 - Mayor Rooff then requested Calvin J. Geiger, Outgoing Councilman,
to offer the Invocation.
Mayor Rooff, at 12:03 o'clock P.M., announced the Council would now
proceed with the business of organization.
73394 - Moved by Getty, seconded by Wilharm that the communication from
Mayor Rooff, submitting the name of Katherine Gibbs for reappoint-
ment as City Clerk for the City of Waterloo for the Years 1978 and
1979, be received, placed on file and Katherine Gibbs reappointed
City Clerk for said Years. Ayes: Seven. Motion carried. Mayor
Rooff then administered the Oath of Office to Katherine Gibbs,
City Clerk.
73395 - Moved by Wilharm, seconded by Hutchison that the communication
from Mayor Rooff submitting for Council approval the appointment
of Jack L. Roehr as Mayor Pro Tem for the Years 1978 and 1979,
be received, placed on file and Councilman Jack L. Roehr appointed
Mayor Pro Tem for said Years. Ayes: Seven. Motion carried.
73396 - Moved by Dowie, seconded by Burton that the communication from
Mayor Rooff submitting the following for reappointment for their
respective positions for the Years 1978 and 1979, be received,
placed on file and said reappointments approved:
Harold L. Smith as Chief of the Fire Department,
Robert L. Beener as Chief of the Police Department.
Ayes: Seven. Motion carried.
3397 - Mayor Rooff recommended the positions of City Treasurer and City
Finance Director be combined into one position with Tom Campbell
reappointed City Treasurer and appointed Acting City Finance
Director for ninety days and thereafter City Treasurer and City
Finance Director, for the Years 1978 and 1979.
Moved by Bowers, seconded by Getty that the above recommendations
and two communications from Mayor Rooff, submitting for Council
approval the name of Tom Campbell for reappointment as City
Treasurer and appointment as Acting City Finance Director, of the
City of Waterloo, be received, placed on file, recommendations ap-
proved, and Tom Campbell reappointed City Treasurer and apppointed
Acting City Finance Director for ninety days and thereafter City
Treasurer and City Finance Director for the Years 1978 and 1979.

Mayor Rooff, submitting for Council approval the following city
officials for reappointment or appointment, be received, placed
on file and said persons reappointed or appointed to the offices

73400 - Moved by Bowers, seconded by Burton that communication from Bachtell
Insurance Agency reporting Public Employees Blanket Bond No. S-754668
in the amount of $5,000 covering all classes of City Employees, in-
cluding an additional amount of $5,000 for Katherine Gibbs, City Clerk
and Tom Campbell, Acting Finance Director, but excluding the Police,
Fire and Water Works Departments, is in effect until cancelled, and
the Bond No. S -716744-C of Thomas G. Campbell, City Treasurer, in
the amount of $10,000, both with the Northwestern National Insurance
Company of Milwaukee, Wisconsin, as Surety, be received, placed on
file and approved. Motion carried.
,73401 - Mayor Rooff addressed the Council, stating in the next twelve months
they would be called upon to make major decisions which would affect
the community for the next twenty years, naming a few as follows:
1 - Water Pollution Control Plant
2 - Purchase of old post office building
3 - Recycling of waste products
4 - Inter -city highway
5 - Cable t.v.
He urged the Council to investigate and study each project before
making a decision.
